This section appears straight forward. My interpretation is that 83D.(1) (a) refers to Certification Agencies and 83D.(1)(b) refers to .ke registrars both of whom require to be licensed by the CCK. This is necessary to make the Internet a secure environment to carry out e-commerce. I have not seen the section that requires those publishing local content to have to pay. Dear Nancy, Pole sana - but you have misunderstood. Let me lay it out so that (hopefully) you and others might have a slightly better understanding. 1) .KE is a "Country Code Top-Level Domain" in internet jargon this is CCTLD 2) In Kenya, the policy is to have five sub-domains i.e. .co, .or, .go, .ac and .sc 3) The clauses in the the KCA Amendments '09 relate to the "sub-domains" as above - not to third-level domains 4) By virtue of this - all domain registration occur at the 3rd level domain e.g. kictanet.or.ke 5) The licensing provision is a "forward looking" (to use an American term) provision that will allow the development of a competitive hierarchy of registries (since the same act prohibits monopolies and duopolies.
