This section appears straight forward. My interpretation is that 83D.(1) (a) refers to Certification Agencies and 83D.(1)(b) refers to .ke registrars both of whom require to be licensed by the CCK. This is necessary to make the Internet a secure environment to carry out e-commerce. I have not seen the section that requires those publishing local content to have to pay.

The article says the ICT bill requires people who publish local content on the internet (companies with websites, etc) pay an annual  licence fee of 100,000.
