Davis I think it's time we asked the government and the sector to openly state its stand on this vital issue. Since WCIT12 I have consistently asked for us to clarify this issue. We can't just sit back and make assumptions while we know some of the practices that are already happening within the sector are detrimental to Net Neutrality. It's time we called out for a formal recognition of this issue. We know that most if not all policy leaders in the country read these posts. And some have even acknowledged how Kictanet shapes their thinking in policy formulation. Be that as it may I wish that someone will come out and take leadership on this issue. Net Neutrality may not be a 'sexy' subject for some but I think it's important for all of us to understand it and pay attention to its development and preservation. Think about it this way:-
If Net Neutrality is threatened one day you may wake up and realize that the freedoms you took for granted - like reading this rambling email from me :) - is threatened because some Telco somewhere decided it doesn't like the contents...or Kictanet didnt pay 'gatekeeping' fees.
Far fetched? Do nothing and roll the dice..

Took a glance at the Transport Integrated Management System (TIMS) tender published by ICTA the other day and noticed that the ESB middleware was specifically outlined as IBM middleware & service (pg 148). It is indeed not my intention to divert from the very important issue of Net neutrality, but I think there's also an issue of technology neutrality that needs to be addressed.

Maybe at the general public level but I doubt that's the case at the Policy, Regulatory level. We have some of the smartest cookies this part of the world leading our policy and regulatory functions.

Net Neutrality may not be a 'sexy' subject for some but I think it's
important for all of us to understand it and pay attention to its
development and preservation. Think about it this way:-

the freedoms you took for granted - like reading this rambling email from
me :) - is threatened because some Telco somewhere decided it doesn't like
the contents...or Kictanet didnt pay 'gatekeeping' fees.

Yes Davis, Internet is a basic human right. Internet as a human right means that nobody should deny you access to the Internet under any circumstance. A citizen's free will to use the Internet should never be curtailed, and the government should ensure there is an enabling environment for ever citizen to access the Internet. And this is why policies like Universal Access Fund are in place to ensure communication facilities are availed in all parts of the country. This however does not mean that anybody is under the obligation to give you free Internet. For example, food, shelter, access to health, and clothing are basic human rights. But this right does not mean that anybody should give you these needs for free, but that there should be safeguards and enabling environment allowing every citizen to access these basic needs unhindered.
