I need to give credit where its due. This morning I called CCK to get some information. I spoke to a Dennis (Engineer) from Spectrum Management section and I must say I am very very pleased at the length Dennis has gone to help me not only with the info I needed but also to advise me further with my initiative. If you have been in business for the last 20yrs like me, then you will probably even more, understand and appreciate why it's exciting to get such assistance from this and other government bodies. Montevideo Statement on the Future of Internet Cooperation

Dear colleagues, A collection of internet based organizations meet annually to discuss and co-ordinate on internet based issues. This years meeting was in Uruguay and among the topics discussed was the impact of recent revelation on the Internet Governance ecosystem. (snorden etc….) Ten organisations were represented at this retreat: NRO (AFRINIC, APNIC, ARIN, LACNIC, RIPE-NCC), ICANN, IANA, ISOC,IETF, IAB, W3C, IANA. One of the outcomes of this meeting is the declaration found at http://www.afrinic.net/en/library/news/958 I have also pasted bellow. Uruguay, 8 October 2013 The leaders of organizations responsible for coordination of the Internet technical infrastructure globally have met in Montevideo, Uruguay, to consider current issues affecting the future of the Internet. The Internet and World Wide Web have brought major benefits in social and economic development worldwide. Both have been built and governed in the public interest through unique mechanisms for global multistakeholder Internet cooperation, which have been intrinsic to their success. The leaders discussed the clear need to continually strengthen and evolve these mechanisms, in truly substantial ways, to be able to address emerging issues faced by stakeholders in the Internet. In this sense: -They reinforced the importance of globally coherent Internet operations, and warned against Internet fragmentation at a national level. -They expressed strong concern over the undermining of the trust and confidence of Internet users globally due to recent revelations of pervasive monitoring and surveillance. -They identified the need for ongoing effort to address Internet Governance challenges, and agreed to catalyze community-wide efforts towards the evolution of global multistakeholder Internet cooperation. -They called for accelerating the globalization of ICANN and IANA functions, towards an environment in which all stakeholders, including all governments, participate on an equal footing. -They also called for the transition to IPv6 to remain a top priority globally. In particular Internet content providers must serve content with both IPv4 and IPv6 services, in order to be fully reachable on the global Internet. Adiel A. Dear Dr. Ndemo, I take this early opportunity to wish you all the best in your interview for the position of Principal Secretary coming up later this week. I very sincerely hope the Lord will guide you, bless you indeed and see you continue to succeed. Your service to our nation has been outstanding. Your performance at the Ministry of Information speaks for itself. I thank you in my private capacity as a Kenyan citizen and wish you well as a friend and former colleague at the University of Nairobi. I am hesitant to address any issues presumptively at this stage as I deliberately remain below the radar as expected and patiently await to go before the vetting committee in Parliament. I am sure that there will be plenty of opportunities to compare notes and share experiences. I look forward to learning more from you and others in the this sector and that together we can make our humble contribution in this part of the journey of life. Fred Matiangi

Military does invest in R&D through Universities. Great ideas are incubated, supported financially and intellectually. Academics mill around good ideas and help advance them. That is why Zukerberg moved from Harvard to Silicon Valley where he was supported by the Universities around there, the Government through Small Business Administration financed the incubation. Now the Government is reaping the benefits of taxes from thousands of employees working there. Why do then debate so much on the merits and demerits of Konza. India is building a Konza in every state. Ushahidi was a great idea that we lost a chance to incubate and support its R&D plus financing its growth. Unfortunately, not many Kenyans know this great idea. Universities that teach computer science hardly know new research areas to support the vibrant ICT activities in the country. How do we build an effective triple helix? How do we get the universities to do research that have a meaning to its people? Brian Yours is an apt summary of the Westgate response fiasco: "IMHO using KDF was the proverbial hammer to kill a fly....". Reports of looting, drinking, etc., and blowing up the place suggests there may be other motive other than saving the situation. By the way, how come we haven't heard from the CS for Defence?
