Hi, As we inaugurate our new president let us not drop the ball on keeping ICT relevant especially since all class one pupils joining next year will be walking in with a laptop in hand. Over the past few days I have taken a keen interest in the county executive committee recruitment exercises going on and to date only Uasin Gishu County has placed ICT as its number one issue as indicated by the listing of positions. In many others ICT is number 10 which means that for those counties that qualify for only 9 members ICT is dropped. Some questions: Can county assemblies/governors be told what to do by outsiders unless county residents/investors request outsider insights/interventions? Will CSK and KITOS members push for information societies and system audits within their counties? Who will provide comparisons between counties as far as transparency, automation and efficiency goes? Is the KICTB the right organization to contract certified information systems auditors to check on government bodies (including counties)? Can counties be audited by a Central Government body, unless county insiders demand the same? Can the Central Government audit information systems in the counties on the grounds they will help finance some County IT systems? Looking forward to seeing children from primary school level access technology though the promise need to be very well thought out for maximum benefit efficiently and effectively. On the blurring and slurring, from the little I have learnt from life, it is unfortunate when one ridicule others based on their inabilities and deficiencies especially those that one cannot do anything about becoz they arose from ailments. Am not a prophet of doom but watch this space as what goes around comes around. I sometimes wonder why we expect ICT to be made the most important agenda in the country anytime government types are speaking. There are quite simply bigger fish to fry and ICT is simply an enabler, a conduit and an option at increasing efficiency not a silver bullet that will solve all our problems.
