CCK releases proposed guidelines for political messages

This is interesting, coming after we discussed intermediary liability at Kenya IGF. Does anyone have a link to the actual draft guidelines? While we need some accountability, 48 hours may be too long a period to wait for a go ahead in the political world. But more fundamentally, will content providers police SMS under these guidelines? Hi, This is assuming that the messages will be send through the local telcos, currently my bank and even KPLC send broadcast SMSs using foreign carriers so how does the directive apply in such as case?
