Dear all, Today,(15th Feb) a press briefing was held at the Ministry of ICT offices, to update on the implementation of the Digital Literacy Programme (DLP). The briefing was attended by CS, MOICT, Joe Mucheru, CS Energy & Petroleum, Charles Keter, CS Education, Dr Fred Matiangi, and PS Energy, Eng. Joseph Njoroge, PS Petroleum, Andrew Kamau, PS ICT and Innovation, Ag CEO, ICTA, Robert Mugo,CEO, KICD, Dr Julius Jwan among others. Among the key points were-: 1) Successful bidders who proceed to POC are the consortium of Moi University and JP Couto, Jomo Kenyatta University of Agriculture and Technology and Positivo BGH. Moi University will cover 26 counties, while Jomo Kenyatta University of Agriculture & Technology will cover 21 counties. 2) The commencement of the Proof of Concept (POC) starts on 22nd February 2016. 3) Free internet will be offered to all public primary schools by Safaricom 4) Interactive Digital Content from KICD is available on http://kicdinteractivecontent.ac.ke/ 5) The Kenya Institute of Curriculum Development (KICD), is working towards liberalization of learning content and it’s availability on multiple platforms. This is a huge opportunity for the estimated 13 billion content industry which will build applications and independent content in e-learning. Kudos to the former CS of ICT, Dr. Matiang’i for midwifing the process and to CS Mucheru for picking up the baton without missing the step. I might be wrong but there is this adage 'there is no free lunch'. What are the terms and conditions for the service offering by Airtel. And as someone else asks did the government negotiate with other providers for the same service. Something is smelling bad somewhere. Excellent points Kagwe and Ebele. Kagwe, I remember the last time Safaricom tried to give Internet services to the community, they did not contribute to the USF kitty with the argument that they have already used their allocation to serve the people. We should be careful to know exactly what these companies want in return. On the other hand, I don't see schools paying for Internet services either way. We struggle with basic bills like water and electricity. And internet know should be regarded as a basic commodity too. Ebele, the government has taken initiative to train teachers on best practices on use of ICT tools. If there is anyone with the curriculum, it wold be great to share with the community. And the issue of child online safety should be tackled better by the implementing consortium. The safety mechanisms should start with the devices themselves. When did the coffee start to be served? Too much coffee aroma around for now and it seems there will be plenty on the table to drink very soon! As the local community, we look forward to hanging out within public schools to access the free internet - so the impact will be even greater. Someone help me here - this "free internet thing by private players" in the name of inclusion or public service will it lead us to the whole price distortions discussions or discrimination discussions at some point? They took the cake home and built a portfolio while also building their organisation's identity in their industry. Today,(15th Feb) a press briefing was held at the Ministry of ICT offices, to update on the implementation of the Digital Literacy Programme (DLP). The briefing was attended by CS, MOICT, Joe Mucheru, CS Energy & Petroleum, Charles Keter, CS Education, Dr Fred Matiangi, and PS Energy, Eng. Joseph Njoroge, PS Petroleum, Andrew Kamau, PS ICT and Innovation, Ag CEO, ICTA, Robert Mugo,CEO, KICD, Dr Julius Jwan among others.
Among the key points were-:
1) Successful bidders who proceed to POC are the consortium of Moi University and JP Couto, Jomo Kenyatta University of Agriculture and Technology and Positivo BGH. Moi University will cover 26 counties, while Jomo Kenyatta University of Agriculture & Technology will cover 21 counties.
2) The commencement of the Proof of Concept (POC) starts on 22nd February 2016.
3) Free internet will be offered to all public primary schools by Safaricom
4) Interactive Digital Content from KICD is available on http://kicdinteractivecontent.ac.ke/
5) The Kenya Institute of Curriculum Development (KICD), is working towards liberalization of learning content and it’s availability on multiple platforms. This is a huge opportunity for the estimated 13 billion content industry which will build applications and independent content in e-learning.

I applaud the concept of 'free services'!!! However, my point is, is this a level playing ground for all service providers? We have come along way on the DLP & the govt should make every effort to avoid anymore pitfalls at the last mile. We have great ideas, but always tumble on the implementation.
