Regards tim waema __________________________________________________________________________________________ * African Globelics Doctoral Academy (AGDA) 2010, July 2010, University of Nairobi, Kenya* *Introduction* We are delighted to announce that the first African Globelics Doctoral Academy for Research on Innovation and Technology Systems (AGDARITS) for Development will be held at the University of Nairobi, Kenya from 4-16 July 2010. It is organized by SARCHi-IERI of Tshwane University of Technology, South Africa, and the School of Computing and Informatics of the University of Nairobi, Kenya. The inaugural training is supported by Sida/SAREC, Sweden. This begins a systematic way of building quality training of PhDs in Africa to be run alternatively by different hosts in each region of Africa by drawing support from both inside and outside Africa. *Purpose* The purpose of the first AGDARITS is to support the training of African Ph.D. students from the five regions of Africa by including at least 5 PhD candidates doing research on science, technology and innovation for development (STI4D) and ICT for development (ICT4D) from the rest of the world and 30 from African universities. The candidates should be advanced Ph.D. students with research areas related to productive power economics of innovation, STI4D and ICT4D and innovation systems. The Academy will bring together frontier researchers in STI4D and ICT4D and innovation systems from around the world to guide and mentor African Ph.D. students from the five regions of Africa and the rest of the world in order to inspire and qualify in their work and to help them to join high-quality research networks in their field of research. *Expected outcome* AGDARITS is an intensive PhD training program expected to increase the quality of the PhD work undertaken by Africa’s emerging scholars. The PhD candidates will learn from senior researchers/scholars, from their own colleagues and from the program that includes research methodologies, emergent scholars’ presentations and feedbacks and lectures. The emergent researcher will return equipped with strong methodological, conceptual and theoretical knowledge to explore and dissect empirically any of the research chosen for writing PhD theses. *Resource persons* The academy will be facilitated by senior scholars on ICT4D and STI4D from universities inside and outside Africa. It will also include presentations by policy makers in both ICT and STI. Exhibition and computer laboratory The African Globelics Doctoral Academy’s PhD training would require an intensive combination of quantitative and qualitative research methods. Such a training programme requires that emergent researchers learn to simulate data in a computer laboratory. Training in STATA software, NVIVO, SPSS or other statistical software, Altiris and other software packages will be useful to offer along with the formal teaching and presentation by both senior and emergent researchers in the academy. PhD candidates are therefore expected to participate in these computer laboratory sessions to consolidate their research methods knowledge on the basis of choice. Candidates are also encouraged to exhibit interesting simulations that they are working on. *Participants* AGDARITS will be mainly composed of the PhD scholars that get selected every year possibly 6 from each of the five regions of Africa and another 5 from the rest of the world. The number of PhD scholars will be a maximum 35 in every round from disciplines related to policy oriented analysis of science, technology and innovation systems. *Qualification requirements* To qualify for participation, the doctoral student should fulfill the following requirements: - be at least in the beginning of his/her second year; - work explicitly on issues related to STI4D and ICT4D; - be able to present an original paper associated with his/her doctoral work. Participants must submit an extended abstract of no less than 5 pages by June 1, 2010. basis of a general call for Abstracts. Selection aims at promoting diversity among participants, making sure that PhD candidates from each region of Africa and at least another 5 from the rest of the world are represented. The candidates from each geographical region of Africa-South, East, West, Central and North Africans- and from the rest of the world -with the best CVs and the most promising research proposals will be selected. The Ph.D. training will be based on scholarly lectures as well as presentations from the Ph.D. emergent researchers. Presentations by the emergent scholars are expected to focus explicitly on their on-going research, its methodological challenges and contribution to the advancement of knowledge on STI4D and ICT4D. *Submission* Abstracts should be typed double-spaced in English. The abstract should state the objectives, methodology, expected results and conclusions of the work, including supporting figures and main references. The abstract, CV and a recommendation letter from the supervisor or from another senior scholar should be uploaded into http://agda.uonbi.ac.kebefore June 1, 2010. Copies can also be send to the Local Secretariat whose contacts are given below. *Selection* Potential PhD candidates’ selection will be based upon evaluation of an extended abstract of up to three pages describing the student’s research, together with the student’s CV and a recommendation letter from the supervisor or from another senior scholar. *Sponsorship* Meals will be provided by the Local Organization. Expenses with accommodation and travel for doctoral student participants will be covered for those selected and sponsored. Funding will be awarded selectively on the basis of applications – students must specify in their application whether they will require funding, providing an estimate of the amount required for travel expenses. Just seen a loud complaint from Safcom in today's Daily Nation. They quoted four regulations that have been gazetted and I have searched www.cck.go.ke to get a mouse on them but failed. Anybody with e-copies on these regulations or specific url can plse update. walu.
Walu Its time the consumer was protected. After years of complaints its time the big boys started feeling what the local citizen has felt. Kudos to CCK for introduction to level playing fields. All I can think of it AT&T and where it was in the early 90's. Looks like 30years later it was going to fall prey to another victim who didn't look at history in other markets and how it played out. The same thing is happening to banks and the interest rates are going to fall at for the local citizen. Banks will no longer be depositing funds at Central bank and making huge profits whilst charging businesses an arm and a leg for loans. It looks like the tide has shifted. Walu , Andrea I have not seen the papers though not in lokichogio but from what you have said, what is at stake for the nation and industry is COMPETITION PROCESS and not and should not be a competitor . You also need to review restrictive trade practices Act which is a superior law than regulations . This morning I learnt a few things from M Joseph while interviewing with KISS FM. a) that Safaricom was not the first in the mobilie phone market b) according to many subscribers who called into the show, Safaricom is also an expensive service. For those who didnt listen in, M Joseph claimed that the monopoly regulations should be about abuse of monopoly rather than holding the market leader back just because they lead. If Safaricom is expensive and still leads, then the price management mechanism proposed in the regulations should not matter. Unless ofcourse their competition can lower their prices significantly while Safaricom is stuck negotiating similar prices with the CCK for three months (as the regulations propose). Personally, if Safaricom can keep us talking even in peak times, get the Customer Care service trully accessible, improve the 3G service to match its high cost, I would prefer that they work in an unfettered manner. Like many, am a shareholder too. I also learnt that one of their competitors once said that introducing the Blackberry would be unworthwhile in a developing country! True, regulations would be to guard against anti-competitive behaviour more so for an operator with dominant market power....but not to curtail their lead. If my memory serves, Telkom South Africa was slapped with a huge fine (USD 500 million!!!) when they lost a case in which a research group provided empirical evidence to the supreme court that their prices were prohibitively high (over exploiting consumers) and that they exhibited anti-competitive behaviour. This therefore does not push the boundaries of "Quality of service"; "competitive prices"; consumer choice etc. We have market failure - how do we unlock this? There was a recent debate on KICTANT about number portability as a possible way out...we however need to learn from those who have tried it to implement it in ways that it will make a difference, but I think it might possibly be one of the practical solutions to consider coupled with educating the masses and taking into consideration social practices and preferences etc. We must try something to get out of this regime of incredibly high prices! Listers, Did anyone listen to Michael Joseph on Radio this morning, concerning this dispute? Frankly I was rather taken aback by some of the things he stated the new regulations require Safaricom to do, among them giving notice to competitors whenever they plan to hold promotions! In my view and I stand to be corrected, the solution to all this is enabling number portability and may the best company win or retain the subscribers. Something tells me that Safaricom would infact gain more subscribers! On another note, soon after Michael Joseph's interview, the news headline stated that the DG of CCK had stated that Safaricom was not affected by this regulation because "CCK had not yet declared Safaricom the dominant player". CCK regulations and dispute yesterday's Safcom's complaint. All these without the public (or is it me?) not having copies of what they are arguing about!
Someone told me the copies of this regulations are available at the Government Printers at a small fee. Halloo? Assuming I leave in Lokichoggio, Should i spend two days on the road to come and pickup some hard-copy regulations that should be downloadable?
Sergon, can you help me, where does this leave you with your eGovernment stories?

I suppose the ultimate customer need to be at the heart of it all, so that it does not turn into a 'hide and seek' that we are engaging in. I suppose a number of things need to be clarified to all the main players in this market on why we should take up such a policy line, for whose benefit is intended, and how it will foster growth and progress in the sector, and for the overall country's economy.
