Its a good attempt but he has not been able to correlate crumbling economies and industries to aid. Aid is an industry in itself, a behemoth that cannot be slaughtered easily. The cartels controlling it would do anything possible to stay in control. His solution is rather amusing. Just dish money out and the problem will go away. Nothing about allowing industries to grow, nothing about teaching or transferring tech, just more overt slavery by dishing out money and controlling the purse strings to influence govts.
