Aid is an industry in itself, a behemoth that cannot be slaughtered easily. The cartels controlling it would do anything possible to stay in control. Anybody who has read the "Confessions of an economic hitman" would appreciate how aid is ruining third world countries.  http://en.wikipedia.org/wiki/Confessions_of_an_Economic_Hit_Man
