Did you all note that none of the bills that affect the communications sector were mentioned as priorities for parliamentary discussions.
Correction: The ICT Bill was actually mentioned by the President as priority legislation "to provide for a single regulator for the sector." "To enable the Information and Communications Technology sector realize its full potential for employment and wealth creation in Kenya, my Government will table an ICT Bill this year to provide for a single regulator for the sector." Agree we talk a lot, write a lot of papers, develop many policies, form committees that develop and submit comprehensive recommendations, etc but never seem to have the drive/will or is it resources to implement. Look at the IC bill, our impressive E-government strategy and many others. Thanx Wainaina for confirming that at the very least we managed to get 'mentioned' at the highest level. But don't open up the champagne bottle yet - we only have about 6months into which the ICT bill must be introduced, debated and passed. In Sept/Oct the MPs must break for elections. In addition and judging by the long breaks our honourable MPs are entitled(?) to have, we are probably looking at a 2-to-3 working months for the ICT bill to see the light of the day. And until and unless the sector seriously strategises on escalating this bill (the way Hon. On other issues,we (as KictaNet)could try and start orientation.....on the what we believe would be the benefits...if this Bill would be passed. e.g 1.Did you know that Nairobi has the biggest WIFI deployment in Africa? can we make good use of it? 2. Could we move from the Mailing List to an e-learning platform? where we could grasp all that is discussed,with the topics as a learning venture.....you could easily find an earlier discussed topic,to find reference,than trying to browse through your inbox. And even,three years down the line,anybody could still get the contents... the meetings: if guys cannot be able to attend physically....then the chat facility that comes with elearning platforms would come in handy.....in the long run we could introduce a short course 'induction -to- elearning' and get guys through....etc. I forsee a situation whereby...the Bill has been passed...so how do we implement? how do I use this facility? etc..I think this is where we should be @.....orientation!
