Invitation: Breakfast meeting to present KICTANet's comments on IC bill 2006 to the PS ministry Information and Communication

Dear all KICTANET team has finally finished a review of the I&C Bill and have come up with proposals that are intended to concretise the government's passionate views of exploiting ICT infrastructure and investments in place to propel this country to greater heights using ICT. In doing so, the team was guided by the ICT Policy and used best practice regulatory frameworks from over 12 countries and regional authorities. At the outset, the team is very grateful to the government for making this initiative for publishing the draft bill. The KICTANet team wishes to formally present their findings at a breakfast meeting on Monday 7th at 0700-0830 at Gazebo Banda, Jacaranda hotel in Westlands. You are all invited. Very best regards Muriuki Mureithi Team Leader KICTANet IC bill analysis team

thanx Brian, Bill, Harry and Eric for your contributions so far. Indeed the points so far have been biased towards the mission (what KICTANet does/will do) and less on the vision (what KICTANet hopes to become). Nevertheless, I have worked backwards from these 'mission-like' points and carved out the following three suggested vision for KICTANet. Please feel free to edit, delete, add or mix as we try to fix a Vision statement that should be brief, precise and easy to remember. 1. To become the focal point for sharing ICT Knowledge 2. To provide a forum for promoting multi-stakeholder ICT Initiatives 3. To harness and promote multi-stakeholder ICT Initiatives. walu. nb: Tomorrow we embark on the mission issues which should be fairly easy given the last points have given indication on what the mission statemennt would likely entail. ~~~~ --- Eric Osiakwan <eric@afrispa.org> wrote:

Even as we continue thinking about the final Vision statement, I would wish to open the 'e-floor' for comment on the Mission Statement. At the risk of sounding conclusive, I wish to have the first go and all I have done is to restate what is largely included in the original mission. My proposal is given below: KICTANet Mission: To act as a catalyst for reform and development in the ICT sector. I am thinking the other details can come up as Objectives... Let's hear from the rest please! walu. --- Brian Longwe <brian@pure-id.com> wrote:

While vision and mission statements do need to be short, I think the proposed mission is too much so. Shouldn't there be a second part which starts 'through...', where the main means of achieving reform and development are identified (research, consensus building, whatever)? Hey, there seems to be a loud silence on my earlier question - what is your vision for KICTANet. And remember there is only 32hrs remaining on this question before we move onto the next issue on Mission. Maybe we rephrase the question a bit. What HAS BEEN your understanding of KICTANet? For most of you who have interacted with KICTANet over the last year would agree that it has meant many things to different people. That is what we need to hear. What has been your understanding of KICTANet over this period, how different (if so) do you feel it should proceed? Bill, Dr. Juma, Sparrow, FE, Limo, et al, plse come out of the woodwork ;-)! walu. --- John Walubengo <jwalu@yahoo.com> wrote:

Dear Walu, let me be your first "customer" on this. I consider KICTANet to be a multi-stakeholder network for knowledge sharing and advocacy in the area of ICT4D. I feel that for the last past year or so a lot of work has gone into policy advocacy issues but little on knowledge sharing(KS). KS Networks help not only to reduce the repetition of mistakes in projects, but also the reinventing of wheels and leads to more effective and sustainable technological solutions through sharing of ideas, experiences which in turn encourage innovation and adoption of best practices. Essentially what you are saying is that KICTANet is a KS Network but have majored for the past year on the pressing issue of ICT Policy through a multistakeholder process which is terrific and worth emulating. Congratulations. On 7 Aug 2006, at 11:16, Harry Harry wrote:

There is now need to link ICT to wealth creation and access to public services. As we head towards the completion of the Economic Recovery Strategy 2003-2007 <http://www.planning.go.ke/planning_files/econrecovery2004-2007.html> we should be able to gauge penetration and use of ICT and how lack of the same has hindered growth. If your report requires case studies then I can refer you to the following as an indicator on how we (at C&P) are using ICT to achieve the said objectives. www.stock-detective.co.ke www.JKUATEgovAcademy.ac.ke -- With Kind Regards, Bildad Kagai MD - Circuits & Packets Communications Ltd Content & Training Partner - JKUAT E-Government Academy Suite B2, Tetu Apartments, State House Avenue P. Dear all
KICTANET team has finally finished a review of the I&C Bill and have come up with proposals that are intended to concretise the government's passionate views of exploiting ICT infrastructure and investments in place to propel this country to greater heights using ICT.
Very best regards
