Dear Ali, I agree with you. My humble opinion is that Government priorities may have changed. Engineer Tanui the Konza CEO is on the list and had at one time invited listers to tour the facility. I think Konza can still be realized. It will be great to revisit the previous discussion and for Engineer Tanui to respond to the concerns that have been raised since there seems to be life at Konza. I think there’s time to reimagine Konza to fit our own context and aspirations. A completion date of 2050 means it would be served well by tangible deliverables every medium term that connect with the local sector rather than a reliance on China and the West’s big tech firms to deliver big wins. Hi SM, I happened to have sat close to the Presidential dais during the launch of Konza and indeed he (president Kibaki) pointed to the fact that just as there were many that never believed in free primary education, Konza will one day become a reality and disapprove of the naysayers. Indeed as it is said in Africa, old men see further from their seats than young men on top of trees. Time will tell. Hello, My overall sense is that Konza gets unfairly beaten up, by us commentators most of the time. To begin with, the project is very young compared to the likes of Shenzhen, which became an SEZ in 1980, 41 years ago. The problem arises when our planning and implementation horizon is too short. Even 10-15 years is too short for an objective appraisal of failing or succeeding. I think questions about the progress thus far can be more valid than a declaration that the project has failed. This is certainly good. There seems to be significantly more activity
planning and launching, than serious actionable reviews and post-mortems to aid in preventing the same errors. Experiments to try new things that can lead to improvements should certainly be encouraged, and when they succeed replicated elsewhere. Regarding point 2, a study by John Kuria on tax incentives in EPZs suggests that productivity in Kenya is not high enough for many companies to remain in Kenya after the tax holiday is complete (likely since production costs are often lower elsewhere and local demand may be low): http://erepo.usiu.ac.ke/handle/11732/3650?show=full Another study by Joseph Kosure indicates that having similar industries in a location such as an EPZ helps improve efficiency: http://erepository.uonbi.ac.ke/bitstream/handle/11295/93531/Kosure_Perceived... It will be nice to have more data available to aid in evaluation. The act has quite high requirements for a range of private bodies and seems to have been adapted from similar laws used in other countries, without enough thought about the Kenyan context. It will be interesting to see if existing personnel will be retrained to perform these tasks or replaced. Total government employee wage bills are quite high (even though salaries in general are not). Getting basic information such as expenditure and revenue is already problematic, it seems unlikely that this act can be implemented in the public sector correctly without budget allocations for the required transformation. As an example, most government websites when they exist are in a poor state, almost none are multilingual, in Tanzania almost all official websites are in at least Kiswahili and English. Quality of service guarantees and data on services provided seem to be missing from the act, so there is no way to track whether it will be effective. Perhaps a pilot phase could be done starting with websites for government ministries at national level as well as for county governments. Legislation and paperwork while well intentioned, seems to mostly make Kenya an expensive place to get things done. It would be great if ICT could improve on this. Ali, Our biggest problem is that we start our projects backwards.... The cart before the horse mantra! When we travel and we see a solid city and/or area such as Shenzen, Silicon Valley et.al, we quickly come back and want to build a similar city *without* first asking the hard questions; such as what *actually led* to the rise of those cities and regions? We just want to build new cities! I once heard from a 'higher up' that once we build the walls & buildings at Konza and firms relocate there, we will see collaboration and explosion of Kenya inventions as we haven't seen before! I asked them to get a map of Nairobi and put a compass at the center, draw a 30KM radius and just about most higher education institutions & tech firms would be there and yet we don't see that 'explosion'. And I highly doubt we'd see it by moving to a veritable desert. IMO, disband Konza Technolopolis / Parastatal, it's currently eating Billions that could have much better use in our tech ecosystem etc . Give Konza land to some campus(es), give them 30-50 years (Yes, that much time) to build up and attract solid talent. Once we have that ecosystem, use reserved areas around it for expansion into tech hubs... In the meantime, concentrate on building tech hubs & tech ecosystems & GoK funded investments around Nairobi, that's where the current ecosystem currently is... Once we have that ecosystem, use reserved areas around it for expansion into tech hubs...
In the meantime, concentrate on building tech hubs & tech ecosystems & GoK funded investments around Nairobi, that's where the current ecosystem currently is...

Ali, While the investment is good & welcome, I still think we are way off what I can call *explosion*, building solid, high value technology products. We are not deliberate enough to build such an ecosystem. The current investments we are seeing, I would give credit more to an awakening in Western countries of .KEs & other African nations' nascent potential and a lot of 'free' money in the current global financial system. All this though is happening despite Konza, so you would have to ask, what's the point really of Konza, what value does it add to the 'innovation' ecosystem that would have otherwise been absent to justify the humongous investment from GoK ? Perhaps its time we approached our brother from down South about building a launch site smack right in the middle of the Equator or a Gigafactory! Such things! Gamechangers!
