Re: [kictanet] Is Africa good for business?
So much negative energy. One could imagine that every of your public servants should be in jail, yes/no? Including your own relatives.. ------------------------------ On Thu, Dec 19, 2013 11:47 AM MSK S.M. Muraya wrote:
Robert,
As you/we well know, it is a Leadership/Corruption problem.
We value infrastructure (kula kitu "kidogo" na dogo dogo) projects which do not contribute to transparency and accountability.
We also prioritize travel (per diems) over transparency, over business automation and data analytics/performance reporting.
Executive Teams in Govt Depts, Counties, Parastatals, all prioritise self rewarding (but necessary) Infrastructure Projects leading them to ignore/frustrate Performance increasing/demanding Projects.
How can we allow information systems that keep us from pocketing KES 300B per year? These systems are too "expensive" to give to local firms, run by patriotic/visionary Kenyans.
We must make sure foreigners win tenders (preferably hardware) after the kickbacks (including trips abroad) are done.
At least the software (licensing), hardware/infrastructure business specialists does not guarantee automation and information systems will be well done.
Why should we develop systems which threaten the livelihoods of dangerous public officials anyway?
KES 300B "lost" in 2012-2013 is a lot of money to make them account for.

Hi, If the threat by the government to bring home all sites deemed to be of strategic national importance then there would be at least one dot in Africa. Beyond ICT Research and Conferences (Per Diems), where is the "Positive Energy", the Leadership Passion/Convictions to get the Police/Public Officials to use e-mail or electronic (mobile) forms and databases to Log "Occurrences" into, from all Public Offices including Police Stations/Divisions? Have we developed Databases accessible (with terrorist/criminal images) within minutes, for police/investigators to follow up? When the police/public officer fails to communicate or investigate your case (waiting for a kickback), is that not the "Negative Energy" that should concern us most? If immigration/police officials have real problems with tracking/storing/securing paper files/dossiers, about the "teachings" which and terrorists who blew up a matatu in Pangani this past week, do we expect "Positive Actions" without Critical Analysis and Feedback? To answer Robert's question, There is a lot of "Accountability Business" neglected/rejected in Africa. This is "Negative Energy".
