Beyond ICT Research and Conferences (Per Diems), where is the "Positive Energy", the Leadership Passion/Convictions to get the Police/Public Officials to use e-mail or electronic (mobile) forms and databases to Log "Occurrences" into, from all Public Offices including Police Stations/Divisions?
Have we developed Databases accessible (with terrorist/criminal images) within minutes, for police/investigators to follow up?
When the police/public officer fails to communicate or investigate your case (waiting for a kickback), is that not the "Negative Energy" that should concern us most?
If immigration/police officials have real problems with tracking/storing/securing paper files/dossiers, about the "teachings" which and terrorists who blew up a matatu in Pangani this past week, do we expect "Positive Actions" without Critical Analysis and Feedback?
To answer Robert's question, There is a lot of "Accountability Business" neglected/rejected in Africa. This is "Negative Energy".
