The ITRs are part of a treaty framework that establishes general principles to guide the governance and operation of international telecommunication. The ITR treaty was adopted in 1988 and since then, no updates have been made until now. However, it’s emerging that some member states believe that the treaty should be expounded to include internet regulation. There have been proposals related to IP addressing, cyber security (giving states more control over access over content and access to networks), spam, interconnection, Quality of Service (QoS), etc . Therefore, decisions made at this conference could redefine the international regulatory environment for the internet and telecoms in the 21st century. While presenting at the recently concluded Uganda IGF, 2012 <http://isoc.ug/uganda-holds-national-igf-2012/> , The Uganda Communications Commission (UCC) presented a draft document <http://internetsociety.ug/igf2012/Uganda_position_on_the_ITR_Presentation.p…> detailing their possible position on the proposed ITRs. The commission further seeks comments on the document to have a firm national position to be submitted at the WICT. Kindly refer to the attached documents for your put: 1. *Press Release* * * *Kenya becomes the first African beneficiary of IBM research lab* *August 13, 2012, Nairobi, Kenya – *The government today announced the opening of the first IBM research lab in Kenya. This makes Nairobi the premier location for IBM research in the African continent.** The lab, a collaboration between Kenya and IBM East Africa, will see the partners each contribute $10 million dollars (Ksh830 million), over a period of five years. Earlier today, President Mwai Kibaki and IBM Global Chief Executive Officer, Ginni Rometty signed a memorandum of understanding to officially flag-off the setting up of the lab. “Kenya vision is to become the top ICT hub in the continent. IBM’s commitment to undertake the proposed research agenda will contribute greatly to our national priorities as part of Kenya’s Vision 2030 agenda,” said His Excellency Honorable Mwai Kibaki, President of Kenya. “We look forward to delivering world-class research and innovation through the partnership and playing an important role as an IT leader on the African continent.” It is projected that the lab will not only drive innovation but help market Kenya as a leading modern services economy. The research agendas will be defined by both parties and will have a strong emphasis on solving home-based and African problems. The project will greatly benefit the momentum already established in cutting-edge mobile money technology, contribute to the creation of high-value jobs, and bring significant prestige for Kenya. “IBM continues to expand its operations in key growth markets and we plan to lead the way by bringing Africa into our global network of IBM Research laboratories,” said Dr. John E. Kelly III, IBM senior vice president and director of IBM Research. “We will work closely with leading African scientists and engineers from academia, government and industry to address some of their most pressing challenges and greatest opportunities.” The Ministry of Information and Communications through the Kenya ICT board will implement the project, which will see Kenyans also gain in knowledge diffusion. Speaking on the partnership, PS, Ministry of Information and Communications, Dr Bitange Ndemo said: "In today’s world, innovation is the main lever for a competitive national economy, is a source of employment, and has the potential to improve lives. The IBM research lab, will not only rubber stamp Kenya as Africa’s leader in ICT, but will help the country to transform into a knowledge based economy.” He was speaking at a press briefing held at Kenya ICT Board offices, and attended by Paul Kukubo, CEO, Kenya ICT Board, Robert Morris, Vice President, Services Research IBM, Michael Browne, IBM Research, Director of Technical Strategy, Kumar Bhaskaran and Program Director Technology & Strategy at IBM Research, Shanghai, China. Others were Mugo Kibati, Director General Vision 2030, Josphat Karanja, Head of Infrastructure, Kenya Education Network (KENET), Takreem El-Tohamy, IBM General Manager, Middle East and Africa and Tony Mwai, Country General Manager for IBM East Africa. The research lab is timely coming on the heels of Konza Techno City Conference in which the country rallied to attract investors into the silicon park that will drive Kenya towards achieving middle-income status. Under the partnership, Kenya will provide the necessary environment, the physical space, facilitate the lab setting up, while IBM will provide senior specialists, intellectual property and will operate the Lab as part of its world-class network of global research labs. Hi Friends, This is a move towards the right direction indeed, when we have such huge investments that support ICT and Content more specially , it proves that content and data is what drives the day to day business in all facets of our economy, its a moment to be proud of. When Kenyatta Hospital is also undergoing digitization, i believe that its only the beginning of many more to come, and perhaps as we look forward to a ICT City as well . I think its our prerogative to begin to reach out to more and more institutions to also consider digitizing content as well as investing in local content generation, thats is the only way we shall get to redeem culture and preserve our heritage. Road Accidents Everywhere

Anyone know why we no longer care about road accidents? At the moment, a matatu on Mombasa road has been flattened between a trailer and a truck after the trailer rammed into it from behind, flattening it to the size of a seat. Yesterday morning, a trailer fell across the Nyayo roundabout in the morning. Yesterday in late morning, a truck overturned landing partly on a Toyota Harrier along Uhuru Highway. Yesterday evening, at Mlolongo, a truck overturned landing on a saloon car. Has it become normal for trucks to just overturn in this country. Who will issue a quick statement on this and then we are back to life as normal? @Mburu, i would have thought govt stakeholder is already present thro the Regulator and i would hesitate or avoid to add more govt seats in KENIC. I know academics would say regulator and govt are different but in our emerging democracies there is little or no difference in practice. But perhaps CCK the regulator intends to relinquish its role on the Kenic board in line with the fact that they r to regulate the domain space and hence they should step out of running or managing the same space. Over the past three weeks, a number of prominent government officials have been thrown into the limelight over accusations of failing to enforce procurement rules. Officials from the Kenya National Bureau of Statistics, the National Oil Corporation of Kenya, the Ministry of Information and Communication, and the Independent Electoral and Boundaries Commission (IEBC) have had questions to answer.
