I am not sure if this is a problem with icedove, exim, your firewall or something else.
Try to telnet into the exim machine with:
telnet <exim machine domain name or IP address> 25
You may also try other ports such as:
telnet <exim machine domain name or IP address> 587
Make sure that exim is listening to the ports that you are using. You should have this line (or something similar) in etc/exim/exim4u_local.conf.inc:
daemon_smtp_ports = 25 : 587
If that does not work then you should check your firewall settings on your server and make sure that you have opened up ports for smtp (25 and 587 for example). I would disable the firewall for testing just to rule that out as the problem. If you can successfully telnet into your server and exim replies then everything on your server is probably working fine.
You may also verify that exim is running locally by sending a mail message from the command line with exim on the machine where you have exim running as follows (substitute a valid local email address for user(a)domain.tld):
echo "Subject: Command Line Test From Exim" | exim user(a)domain.tld
Check your exim logs to troubleshoot and resolve your problem.

So, is the SMTP component of your server running and accepting connections from your hosts on the configured port? Can you see what is written on Exim logs?
