Hi Paul, Thanks for sharing this. A quick scan on the document highlights the need to proof-read the doc for grammar I have a couple of questions: . On pg 36.." The Implementation of the Kenya Master Plan will be managed jointly by five strategic committees, each representing each strategic pillar of the master plan" ..however, from going through the document; and from the graphical representation on pg 31 - you have 3 strategic pillars and 3 foundational pillars, how does the math work out to = 5 committees? Where/how does the Facilitation pillar plug in? . Maybe this could be in the detailed document, or I might have missed on earlier versions of the doc -have the detailed TORs of the committees been crafted? Is there technical/PM expertise within the Facilitation Pillar that will be guiding the committees, or will it be up to the individual committees to interpret their roles as highlighted on pg 36? If they are available, could you share to inform my input? On proof reading, I agree we have to work on this. It has been through one edit and once we are in the final stages, we shall take give it to a good editor. The team had proposed the committees earlier in the conceptual process as a way of getting input into the masterplan development process. My view is that you don't need committees to execute as the relevant institutions exist. The document looks strategic. http://pedromatias.co.uk/what-is-strategy-strategy-vs-planning/ If it is a plan, then it could offer basic financial education (guidelines) to purchase sufficient skills and time for Transparency Enhancing IT projects. As a general rule, in developed nations, for every dollar spent on (non discounted mid level) software licensing, a dollar is spent on implementation. Over 6-7 years, they generally spend 6-7 times the initial cost of the software licenses to maintain or enhance it. Adapting this to our local (lower wage) situation: 30% to 50% of licensing costs should be budgeted for deployment of software. Go.Ke budgets for implementation and maintenance seem to be 5% to 10% of software licensing prices. This is why so much enterprise software purchased goes without being well deployed, if it is deployed at all. There should be a minimum *annual* budget of 30% (of initial license costs) for maintenance over 5-10 years. Large vendors support software for up to 10 years + by that time, the initial hardware will have given in to age. Older software costs more to maintain as younger (more affordable) technologists are not interested in learning it. There should be penalties for non performance - sabotage - starving IT (Transparency Enhancing) projects of funds. Research recently noted on this list: *"Government of Kenya spends 0.3% on IT as a percentage of overall spending. This is 20 times less than government industry average of 6.5% . (based on Gartner benchmarks).* * * *a. Most of the spending is on hardware at 65% compared to global benchmark of 18%. I particularly like the Digital Economy Development especially with regard to the SME sector. We have recently launched into the market a cloud SME business management tool called OpenBusiness (www.openbusiness.co.ke). You can have a look at it. I am very glad to see the work you and the ICT board are steering. Kenyan SMEs are responding to the siren call of the regional market and effectively positioning themselves especially in the Common Market for East and Central Africa (COMESA) region. Enabling SMEs run their operations smoothly and efficiently is really one of the invaluable ways we in the ICT sector can collectively boost in the digital economy development. I am very glad to see the work you and the ICT board are steering. Kenyan SMEs are responding to the siren call of the regional market and effectively positioning themselves especially in the Common Market for East and Central Africa (COMESA) region.
Enabling SMEs run their operations smoothly and efficiently is really one of the invaluable ways we in the ICT sector can collectively boost in the digital economy development. The SME sector needs affordable operational tools.
I notice emphasis on partnerships in the delivery of key outcomes in the masterplan. We already engaged in PPPs especially to facilitate compliance and ease of doing business. We are happy to engage in this.

We propose to open this out for comment for 10 days after which we shall commence the process of editing and finalisation.
This review process follows several review forums where the summary masterplan has been presented to various stakeholders for comment including workshops, conferences.
We welcome comments and proposals through this forum in order to enrich and complete this process.
