CCK,Cofek digital TV talks fail to take off
Negotiations between Communications Commission of Kenya and Consumer Federation, aimed at agreeing on a suitable date to switch off analogue Tv transmission, failed to take off after fresh disagreements arose between the two parties. Cofek yesterday snubbed a meeting between it and CCK citing involvement of outside parties contrary to court orders. In a ruling on January 11, High Court judge Isaac Lenaola directed the CCK and the consumer lobby group to negotiate on an agreeable new date, saying the initial December 31 date was untimely and improper. CCK is in support of involving all industry stakeholders like broadcasters, government, other consumer lobby groups, the Digital secretariat ans vendors in the new date deliberations. However, Cofek said it should be the only party to negotiate with CCK since it was the only one that sought legal action. http://www.cofek.co.ke/index.php?option=com_content&view=article&id=1342:cckcofek-digital-tv-talks-fail-to-take-off&catid=1:latest-news
So I am to understand that COFEK was not representing consumers and stakeholders but itself? Why would it seek to block out broadcasters, vendors etc? Exactly whose interests are they protecting? On Fri, Feb 1, 2013 at 7:21 PM, Grace Githaiga <ggithaiga@hotmail.com>wrote:

Looks like to them, negotiation is unidirectional. It is what they say, think, or believe even if it is against the basic common sense. They seem to be grandiosely intoxicated with a court direction at the expense of reason. They should just understand that digital migration is bigger than, and beyond them. The sooner they realise this, the better for their own sanity. --James
Why is everyone trying to rebuke COFEK for their stand? Don't we all know and verily agree that it was only COFEK who went to court in the interests of the consumers who couldn't afford the Set Tob Boxes? COFEK's other argument was that the switch off/over was untimely as it's the electioneering period That "CCK is in support of involving all industry stakeholders like broadcasters, government, other consumer lobby groups, the Digital secretariat and vendors" is blatantly wrong! None of those went to court to stop the switch-off Analogue Brodcasting (which was starting with NBI anyway) as they were ALL READY for the switch-over. Kenyans, (and now listers) with their known selective amnesia are now calling upon COFEK to involve "stakeholders". These stakeholders already supported the switchover. They did not raise any finger when this was being effected. We should try and live outside our selective amnesia! Kudos, COFEK - you are the only entity entitled to negotiate with CCK! Correcting myself: The bill was assented to by the President on Dec 13, 2012 and is now actually *The Consumer Potection Act, 2012*. It is actually now The Consumer Protection Act, 2012 assented to on December 13 On Mon, Feb 4, 2013 at 4:38 PM, Odhiambo Washington <odhiambo@gmail.com>wrote:

Ndemo.
Why is everyone trying to rebuke COFEK for their stand? Don't we all know and verily agree that it was only COFEK who went to court in the interests of the consumers who couldn't afford the Set Tob Boxes? COFEK's other argument was that the switch off/over was untimely as it's the electioneering period
That "CCK is in support of involving all industry stakeholders like broadcasters, government, other consumer lobby groups, the Digital secretariat and vendors" is blatantly wrong!

Mutoro, I believe the rule of the Masaai Moran is that he who inflicts the first stab gets to eat the heart but it does not imply that he decides what the others may eat or eat the entire kill by themselves. You have landed the first blow and have been presented with the heart, you need to know when to step aside and let the others partake, and we say that our traditions where retrogressive and primitive. However, Cofek said it should be the only party to negotiate with CCK since it was the only one that sought legal action. http://www.cofek.co.ke/index.php?option=com_content&view=article&id=1342:cckcofek-digital-tv-talks-fail-to-take-off&catid=1:latest-news _______________________________________________ kictanet mailing list kictanet@lists.kictanet.or.ke https://lists.kictanet.or.ke/mailman/listinfo/kictanet Unsubscribe or change your options at https://lists.kictanet.or.ke/mailman/options/kictanet/robertyawe%40yahoo.co.... Mr. Mutoro, How does one become a member of COFEK? When you sought our (Cofek read "monster's") intervention, on June 11, for your application for Post Master General position whose advertisement you called "skewed" as per your email below (which we dutifully did as per a letter we can't circulate here - were we still monsters? Were you even a Cofek member? Did you even bother to check whether or not we "represent" you as I've seen most listers query out of ignorance of the provisions of Societies Act Cap 108. Or are we only "monsters" when your interests and ours do not converge? Listers, I believe it is well in order for all stakeholders to attend this meeting. Much appreciated that COFEK got the court order but if it is in public interest, I would think Mutoro should be happy to have a full house of all stakeholders to discuss this matter. Thanks Gilda: We are happy to discuss with the stakeholders on as many other issues. But please take a moment to watch this link with Justice Lenaola's own words - http://www.ntv.co.ke/news2/topheadlines/court-temporarily-stops-digital-migr... There is one specific meeting we believe that ought not to be mixed with other business or stakeholders. We still await CCK to give us a date for this particular meeting. Forget naysayers - we never went to Court to stop digital migration but temporarily delay analogue for the status of preparedness and other reasons we gave in Court. ________________________________ From: Gilda Odera <godera@skyweb.co.ke> To: smutoro@yahoo.com Cc: KICTAnet ICT Policy Discussions <kictanet@lists.kictanet.or.ke> Sent: Tuesday, February 5, 2013 4:12 PM Subject: Re: [kictanet] CCK,Cofek digital TV talks fail to take off Listers, I believe it is well in order for all stakeholders to attend this meeting.
