I respectfully disagree with @Eshuchi, @Githaiga et al. The discussion on the CAK decision is a policy one. Our responses must focus on that and clearly reiterate what may be connived to be media pluralism and diversity. Similarly, we must understand that KBC is on a deathbed. Poor programming. No financial resources. Obsolete equipment and technology. High debts. Why doesn't the national government utilise KBC? Why do they use private media ? What is the cost of media in National government? why must that right for County Government be subjugated at the altar of...? The argument that we have enough radios may suffice from an operational point but ask yourself why we thought it imprudent when KBC had numerous radio channels why did we advocate for more community, commercial and public media service entities. The decision is has no basis in law but may be justified when other factors are brought to bear like a group of counties deciding to start one station as opposed to exclusive 47 stations. From a cost perspective, the capital cost would be in the region of Kshs10M. The 'inflated' budget in the 'Kanjo' example is only what we have come to expect ;)
There are very many 'community' radio stations in the world, so it's easy to verify the above. In reply to Henry, sharing just won't work - one county is bound to be dominant.
