How to fix public transport
Good people, I have just run across an analysis of how to fix the public transport sector that encourages quite some food for thought. Such are the things that we need to fix for Vision 2030 to have a chance of working http://sufuriaeconomics.blogspot.com/2011/11/sufuria-solutions-smooth-matatu...
Thanks Rad for the link. I must say that the case of Bogota is not new to the Kenya government. A couple of years ago after the Michuki rules were in place, I bumped onto the then PS for Transport Gerishon Ikiara with a team from the Ministry. They were in Bogo (as the locals fondly call this city) to study the transport system. Having been a student of Ikiara and knowing how serious he can be, I imagine his team must have made recommendations that 'someone' or 'some people' were simply not interested for reasons known to many Kenyans. Dont forget we had a Minister of Transport who admitted to having a stake in the Matatu business. There must be political will... ----------------------------------------------------------------------------------- If you have the strength to survive, you have the power to succeed. That is what frustrates me the most. Everyone has overtaken us, starting from the Koreans who came here in the 60s to learn from us to the Rwandans who are overtaking us in leaps and bounds. What use are blueprints and manifestos and plans if we never execute? If we calculated how many man hours are wasted in commutes to and from work a day that figure would be staggering. From personal experience: Two years ago, I was using public transport. Until I was 'hijacked'. Never used it since. Public transport needs to be *secure*. Our long haul transport is a mess, with people using lorry chasis to make unstable buses that are poorly driven and keep rolling. Citi Hoppa's are so unstable and badly driven that they overturn within city bounds. Public transport in Kenya is a joke. The matatu is a janus faced symbol. A symbol of our culture and a symbol of our failure. They epitomise everything wrong with our society. -- Regards, Phares Kaboro Kariuki -----Original Message----- From: "Rad!" <conradakunga@gmail.com> Sender: kictanet-bounces+pkariuki=gmail.com@lists.kictanet.or.keDate: Thu, 10 Nov 2011 23:19:58 To: <pkariuki@gmail.com> Cc: kictanet@lists.kictanet.or.ke<kictanet@lists.kictanet.or.ke> Subject: Re: [kictanet] How to fix public transport _______________________________________________ kictanet mailing list kictanet@lists.kictanet.or.ke http://lists.kictanet.or.ke/mailman/listinfo/kictanet Unsubscribe or change your options at http://lists.kictanet.or.ke/mailman/options/kictanet/pkariuki%40gmail.com The Kenya ICT Action Network (KICTANet) is a multi-stakeholder platform for people and institutions interested and involved in ICT policy and regulation. In addition to man and woman hours wasted in traffic, the expoitation of commuters by Matatus is sickening. I have just learnt from one of my facebook friends that there was traffic on Thika Road in the evening near Muthaiga, and they had to pay Kes 150 to Kasarani. Dont Kenyas need proper and just fares? people should not forget that the public transport system in Nairobi at one time after independence upto mid-1970s worked very well. Kenya Bus Services was run by the NCC with some private sector equity and the colonists left it with a monopoly in Nairobi. Buses were so efficient and reliable one could set their watch using then. Ramshackles were not allowed in the city. In the early 70s a presidential roadside declaration opened the way for the matatu chaos, the so-called "matunda ya Uhuru". KBS collapsed. I suggest that it is easier and cheaper to study the Nairobi of yore than going to Bogota. Another example - the way the public transport runs in Geneva today has an uncanny resenblance to that of Nairobi of those days. A related problem that needs to be resolved concurrently is generally poor and unmaintained roads. It is said that in the colonial days a single pothole receiving to attention was enough to get someone sacked. What's needed is proper enforcement of the law by the police. The laws exist. The police exist. The law simply isn't enforced. To get proper enforcement, pay the police properly, instil discipline from the top and give them proper training and resources on how to do their job. That's what's needed. N.

The police must be reformed first! They work together and are also owners of these matatus. It is very frustrating because even when you report or threaten to report, you are ridiculed by the drivers/makangas as they now nothing will happen to them. Recently at Westlands roundabout a makanga threatened to deflate my tires because I refused to move to allow them make an illegal turn. This was after he had hauled all sort of abuses and I appeared unmoved. What made it worse was that am a lady and therefore he knew I could do much too him but thanks to fellow motorists, he was threatened with mob justice for harassing me and its only then that he went away. I don't think you can expect to reform the police without paying them a proper wage, instilling a sense of pride in their work and giving them the necessary resources to perform. When some police are forced to live in slums, is it any surprise that they will try and extort money from motorists directly or indirectly? I'm not pretending there is a quick fix to this issue but the very basics have to be addressed first. N.

Nicholas, Higher wages do not necessarily mean that bribery will reduce,we have highly paid government officials who still ask for bribes, the biggest problem in kenya is moral decay and lack of patritism,we do wrong and we do not care at because we do not care about ethics and norms.
