Fascinating! This inspired me to do a search on electronic colonialism and digital colonialism. Yesterday, I attended the launch of an animation degree programme that will be offered by USIU who are partnering with the French government and a French animation school. At the end of the day, we all have our biases and interests. It is also said that Nations do not have permanent allies, but permanent interests. As for telecom operators and Internet firms, them providing a service out of their own interest should thus not be seen as necessarily bad, or evil. What regulators and policy makers should purpose themselves is whether businesses' interests align with those of consumers, and are not detrimental for consumers. At the end of the day, we all work somewhere, offering a service or selling goods, and I can assure you that few of us do this entirely out of public interest. We deal with the public out of our own interest, and are employed out of our employers interest, and the public gets services and goods from us out of their own interest. Thus, it is important to consider merits and demerits, rather than throwing the baby out with the bath water in the case of possibility of demerits, even when merits outweigh demerits. Guys such as Marc Andreessen well know that enforcing Net neutrality is the right thing to do. In cases like these, they're just speaking out of their own self interest. Which isn't surprising at all.

His last statement is admirable. This case points out someone has to look out for the interests of Kenya and innovators must view their offering as a potential solution but perhaps not the solution that Kenya or any other country needs. Just as there is dumping of substandard goods in import of manufacturing industry, there is potential for digital dumping too! India has chosen to look out for its interests through the blockage. Wangari This list has been consistent on the issue of Net Neutrality. We have urged policy makers to make this a priority. This is also on the ICT Wish List presented to the new team at the ICT Ministry. We are making steps. Slow ones for sure but I have faith in the new team to elevate this issue to the importance it deserves. However some of these issues can become non-issues very quickly if we provide affordable connectivity, get the Universal Service Fund off its fat behind and get moving in the right direction. Nature dislikes a vacuum and like anything else when we fail to provide an affordable alternative foreign players will come in to entice you with 'free' everything. I do think there is much room to debate over whether zero-rating programs are a net benefit, but at Facebook, we all agree that Mr. Andreesen’s remarks were wrong and absolutely do not represent our company.
