Robert, There is absolutely nothing anybody will have done with ICTs after the terrorists stormed the Mall. All IT gadgets worked properly. CCTV footage is there and was aired on TV yesterday. The screening askaris had no chance since the assailants forced their way in.
Perhaps what we need is more research to mount a camera on a fly (inzi) with night vision to fly carefully within the terrorist hideout and establish strategically on how to respond. Some flies could be loaded with sleeping gas to put assailants to sleep. Drones do scan the horizon giving military advance knowledge of the terrain.
Right now we should spend a few minutes to praise our uniformed forces. They did a commendable job. In bitterness I am still proud to be Kenyan.

In a way, its not actually using KDF that's the hammer, its in using heavy artillery, but, could it have been avoided? The problem with the local situation is the simple unpreparedness of the police as compared to KDF. By the time Abdul made it from Yaya Center to Westgate, on a Saturday which should probably take an hour, cops had not even engaged the terrorists. If the Recce squad had gone in with the Abdul team, this would have been over really fast. But they were nowhere to be found and/or were reluctant to get in. KDF sent in their specialized team, and so far have lost 4 of them, with a lot more injured, this should also tell you it wasn't exactly a mosquito they were dealing with; it takes a lot of skill and firepower to kill a soldier armored with ballistic plates. Lastly, the terrorists were busy butchering the hostages in the most savage way, and throwing out parts out of the windows. An executive decision to end their suffering needed to be made, and I guess someone did just that and we got ourselves 3 collapsed floors and the dignity of our fallen ones intact! There are media reports indicating that the GSU and other volunteers had secured the mall by Saturday afternoon and managed to pin the terrorists to some sections. KDF then came, stormed the mall, and in confusion, shot dead a GSU commander, resulting in a standoff between the police and KDF. Both teams then pulled out. The terrorists spent most of the weekend roaming the mall in a "sangfroid" manner(as they tweeted) looking for survivors and collecting hostages, before taking over and securing a vantage are of the mall. By the time Abdul and his team left, the terrorists had camped at Nakumatt. Recce squad & Cops came and they seemingly were okay to maintain status quo, but this status quo was not feasible as what was needed was someone to go in and terminate the terrorists. Cops were slow to get their act together and/or simply chickened out and hence decision is made that if they are not willing to get in, then KDF takes over. What do they then do, instead of waiting to switch over with KDF, they withdrew enmasse, terrorists saw opportunity to duck and get the heavy guns & ammo they had kept at their shops (what Abdul's team had stopped them from doing initially). So by the time KDF is getting in what do they meet? Cops pulling out and terrorists who are now firing heavy caliber weapons (.50 GPGs and Sniper Rifles), not those AKs they had earlier, and in the commotion a Recce Commander is downed and in short order KDF starts losing their men. How about that for a nice story :-) On Thu, Oct 3, 2013 at 10:56 AM, Dennis Kioko <dmbuvi@gmail.com> wrote:

Waithaka Clearly, we lack preparedness and I am hoping that this will be a wake up call for all of us to open up, develop emergency management strategies and plans; and rehearse those plans till we internalize them. My view is this: every major installation/building/business needs an emergency management plan that would be integrated with security, emergency services (ambulance, etc.) ... The government (county, etc.) should actually make this a condition for licensing for such facilities as malls, critical infrastructure, etc. (NB: I mentioned this to a colleague and he skeptically retorted that we Kenyans love regulations/laws/rules/etc. as each presents an opportunity for the enforcer to "eat" ...) Hindsight is always 20/20 but my guess is that losses could have been worse for KDF as they are NOT trained to do policing. I also think that the police, in the end, could have done a better job. That is contentious though as we cannot re-enact the events of the tragedy. I am hoping that, as part of the lessons learnt, authorities will put together a set of experts to help craft strategies, plans and roadmaps towards better emergency management. It is the least we can do as part of managing our risks. ---------------------------------------------------------------------------------------------- Matunda Nyanchama, PhD, CISSP; mnyanchama@aganoconsulting.com Agano Consulting Inc.; http://www.aganoconsulting.com/; Twitter: nmatunda; Skype: okiambe ---------------------------------------------------------------------------------------------- Manage your ICT risks! Yours is an apt summary of the Westgate response fiasco: "IMHO using KDF was the proverbial hammer to kill a fly....". Reports of looting, drinking, etc., and blowing up the place suggests there may be other motive other than saving the situation. By the way, how come we haven't heard from the CS for Defence? Her forces were on the ground even when this was really a police issue. Robert, Nano technologies are here already. Just like the Japanese miniaturized everything, we should nononize some products. I will work with one that is a bit smaller. Just imagine if we had one like that with night vision. We could not have destroyed the entire parking.
Ndemo.
Daktari,
Is this what you where referring to when you mentioned an inzi?

Ndemo.
Hi,
As we console all those who where affected by the happenings at the Westgate Mall over the weekend do we remain blameless as an industry?
