Today we look at Infrastructure issues, a quick glance through last years report brings to mind the Pomp that greeted the TEAMS and SEACOM initiative, one year down the line, it would only be good to review the milestones we have made this far, going through an earlier discussion on this list, i noted an interesting article posted by listers that mentioned the fact that the undersea cable has led to a boom in Spam coming from the this region, the study was conducted by Symantec, i know this is just a tip of the ICEBERG and would like to look at the issue from a Social perspective as well as an economic perspective, are there real (tangible benefits) that the cables have brought or is it euphoria, do we have indicators that show how the country has benefited?, what do the various consituencies have to say? I believe we need the Kenya IGF as a learning, lobbying process. While I cannot say the duration it should go on for, for sure it is a current need, and we should keep having it as long as the need exists.

Looking at the suggested topics and those that were discussed last year, it is apparent that the issue of (internet) *rights *keeps coming up. I hope that since it is a cross cutting issue, we shall discuss it in more detail and even add a voice to the main IGF on these issues.

Interesting thought here. KIGF's mandate should go beyond the EAIGF and as you've suggested, be part of Vision 2030, since this is the only document that has long term priorities for making Kenya a middle level society by 2030, or earlier, of course, unless, politicians mutilate it as they did with our beloved proposed new constitution of Kenya. In addition, what does the East African Community Protocol have in store for the EAIGF? I see situations where we can exploit opportunities for strengthening the forum in line with the protocol for the betterment of the citizenry. I wouldn't like to believe that the Protocol is just limited to products and not services!

The Local initiative is not tied to the global one and i suppose this might give us some leeway to review whether we need to continue with it or not. It think the main issue here is the classified into two aspects: the willing buyer versus the willing seller (as-is) and the imposed buyer. Logically, the reason as to why we find anything e-something is costly than physical appearance, is because the society has not fully appreciated and acknowledged the need for adapting to change. In essence, mass education can work well in changing the mindset.
