As a sub-theme, i propose "Policies Enabling Access" (which is a sub-theme in the Turkey Meeting in September). This subtheme is broader and it can cover proposed subtheme 3 "Improving quality and cost of internet access" as well as a host of other issues under access.

The Kenya Internet Governance Forum (KIGF) working group was formed on 10th May 2014. The IGF has tentatively been scheduled for Thursday 3rd July 2014. The venue shall be communicated later.
