Thank you Barrack for kickstarting the debate, and to all listers who were eagerly waiting for these online debates. It is important to note the role of the Internet as an engine of change and development, and as an inexpensive means for citizen participation in national building and providing much needed feedback and criticism to their respective governments, and for accessing government services at any place, any time of the day (ubiquity). As I see it, a lot of tools and new media, and infrastructure have to be employed to enable citizen participation in the county level especially in Kenya.
