A few years ago, before banks disabled such cards by default, if you lost your card and didn't report it immediately, any one who found it could use it online. Still applies for online enabled cards.

Apple usershave to purchase it on the onset of use. Most other platforms one uses for free fro a year and purchases it at a cost of $0.99 ( not sure if its an annual cost ). I foresee this eating alot into the revenues of the telcos as the data costs are almost negligible.
Meshak, I've been using my Visa electron ATM cards for online payments since 2009. Not all banks have enabled it though. Some won't while others require you to fill a form. For others, a phone call is all you need. However, they all avoid publicizing it or don't see the need to.
