Awareness is another problem. I am just from an International Internet Security conference in Dar es Salaam. The conference is 5 days and though I spent only 2 days there I never heard ICANN or IANA mentioned. I met one guy from TZ who said he is an Internet Security expert but he seemed not to know ICANN. Local businesses will only engage with a process that they perceive is relevant to their bottom line. I think the main question would not only be anything to loose but also what are the gains. The worrying thing in all the limited engagement is that at this moment our communities all seem to think that IANA, ICANN etc are way out of their circle of influence. So we are aware of the goings on but they are in our circle of concern. The general assumption seems to be that whatever the outcome there is very short term impact on business as usual.
The challenge is that we have not been able to breakdown the issues to a point of relevancy to the common internet user.
How we break these issues down is still the biggest challenge.
