On NGOs, the South African example is worth considering. Under Thabo Mbeki, the government put in a requirement that an NGO had to demonstrate how its work complemented the government's development goals/objectives/plans, including priorities. NGOs couldn't just walk in and do what they want in the name of development, obscuring development priorities and doing band aid stuff that only perpetuated dependency.
