Dr. Nyanchama, you have the power. Ali Hussein has been talking about "soft power" for a while now. And that is what every citizen has. Don't forget "All it takes for evil to triumph is for good men to do nothing" and Mahatma Gandhi's “First they ignore you, then they laugh at you, then they fight you, then you win.” If we have a concrete plan and sturdy on the harm of NGOs, we will convince the government to regulate. And who is the government if it is not you and me? You bet! If I had the power, I would close down all NGO activity, take a breather, and challenge them to justify their continued ad hoc, often harmful activities. They must show competencies in areas they play (complete with previous achievements, staffing, etc) because in many respects we get people interested in travel pose as experts in the area they play! I have seen 2nd year students pose as water/medical/environment experts; the harm they leave behind is unconscionable.
Mbeki, having lived in the west for many years understood this; he also understood the emotion Mandela's SA evoked in people and the wish to be "part of the action"! He also knew the danger this presented and clamped down hard on them. SA also refuses to take advice from WB and IMF, preference private and private-public investment strategies for economic growth. That way, they don't have to hearken and hence respond to the wishes/whims of teh Brenton Woods institutions.
There is a lot for us Kenyans to learn.

On NGOs, the South African example is worth considering. Under Thabo Mbeki, the government put in a requirement that an NGO had to demonstrate how its work complemented the government's development goals/objectives/plans, including priorities.
NGOs couldn't just walk in and do what they want in the name of development, obscuring development priorities and doing band aid stuff that only perpetuated dependency.
I haven't checked lately but I believe the Mbeki-era requirement for NGO-related work in South Africa is still in effect.
