CCK urges more Internet access By James Ratemo and Edith Fortunate The Government has promised to expand Internet infrastructure. Communications Commission of Kenya Director General, Mr John Waweru, says low uptake of the Internet poses the risk of Kenya lagging behind in reaping the benefits from the fast evolving digital economy. Waweru was speaking in Nairobi when he received a CCK-commissioned study that found there are more than 2.7 million Internet users in the country. This figure is in contrast to an earlier International Telecommunications Union's estimate of only 1.5 million. Nairobi Province has the highest concentration, taking over 80 per cent of the Internet users followed by Coast at a paltry 9.4 per cent. A local ICT and management consultancy firm in Nairobi, Netcom Information Systems, Conducted the study Internet Market Study from last October. There are more than 50 Internet service providers (ISPs), 20 public data network operators, six Internet back-bone and gateway operators and over 20 local loop operators. Only about 20 per cent of the users are spread in the small towns, the study says. Releasing the report, Netcom Director, Prof Timothy Mwololo, said the cost of bandwidth and leased-line tariffs had remained high despite liberalisation of the sub-sector. From the discussions there were more recommendation and in particular the introduction and maintenance of fair play and competition, harmonisation of the current market structure that does not promote competition. There were further recommendation on content development and government participation in provision of online services through e-government and other initiatives, there was recommendation on the regulator directly supporting the Kenya Internet Exchange Point (KIXP).
In fact additional recommendations on a vertically integrated license to incorporate facilities as well as service provision and access to the end users directly. This was suggested as the Data Carrier Network Operator (DCNO) license Basically the report will be available on the CCK website from Monday for comments and I propose Walu and co you set up a specific list discussion to ensure the recommendations and views provided will be coordinated and all encompassing. -- Joseph Mucheru Executive Director mucheru@wananchi.com

Mucheru, It would be nice to ran a moderated 1week discussion on the Recommendations arising from the Internet Study. In particular I am concerned about promoting 'Vertical' as opposed to 'Horizontal' Licencing regimes for the Internet sector. My understanding being that the market should be discouraging Operator's that operate accross the full (Vertical) spectrum of the internet services. I feel that we should NOT be licencing single entities to operate at the International Gateway(Wholesale) Level, the National (Distribution) Level, and at the End-User (Retail) levels. Instead we should promote and encourage competition within specific levels of Wholesale, Distribution and Retailing of Internet Services (Horizontal Licensing). I don't claim to know how it can be done, particularly considering that the Internet Market at the moment is in a kind of 'free-for-all' situation with 'Wholesalers' behaving like 'Retailers' and 'Retailers' bahaving like 'Wholesalers' just to say the least. In such a market, it becomes very easy for one player to build and exploit market dominance status a.k.a monopoly status?
