The Ministry of ICT today has updated the public on the Digital Literacy Programme through a press briefing at the Ministry offices.
At the press briefing, Dr Fred Matiang’i announced that the programme, will be run through a multiplicity of government agencies. The Ministry of ICT, through the Cabinet Secretary, will chair the oversight committee, while ICT Authority, CEO, Victor Kyalo will oversee the project technical implementation committee.

The meeting was also attended by CS, Ministry of Education, Science & Technology, Prof. Jacob Kaimenyi, CS, Industrialization and Enterprise Development, Adan Mohamed, Attorney General, Prof Githu Muigai and ICT Authority CEO, Mr Victor Kyalo. Others were Presidential Delivery Unit, Secretary for Delivery, Mr Nzioka Waita, KNUT Chairmain, Mudzo Nzili and representatives from KEPSHA (Kenya Primary Schools Heads Association), Kenya School of Curriculum Development (KICD) and Rural Electrification Authority (REA).
Dr Matiang’i said that an inclusive and holistic approach will be adopted. Already, a framework that defines the ecosystem for effective delivery has been developed. Four (4) pillars that are critical to the project delivery have been identified as:
1) Development of digital content.
2) Power supply to schools
3) Teachers are adequately trained and prepared on use of ICTs
4) Content is accessible through multiple platforms (devices).
The programme will work closely with institutions of higher learning and Kenya innovators and developers. Some aspects of the programme have already been delivered. This includes power to schools, digital content and teacher training.
The cost of the first phase of the project is estimated at 17 billion shillings and will deliver 1.2 million devices in the next two years to cover all public primary schools. The pilot phase of 150 schools is planned for September, 2015.
This follows a recent directive by the Office of the President that the Ministry of ICT heads the programme.
