Forget ICT Bill. The law is there....
<snip> Long awaited ICT bill is already law calming sector anxieties and disquiet over threateningly envisaged sluggish legislative processes is a special issue of the Kenya Gazette notice number 2431, of The Kenya COmmunications Act (No.2 of 1998), dated 31 March 2006 in a move that caught industry players, lobbyists and consumers alike by surprise. Using the Ministers discretionary authority provided for by sections 5(4) (a) of law, Mutahi Kagwe-minister for Information and Communications, effectively fast tracked legislation of hitherto the Kenya Information and Communications Bill-2006 by publishing the changes as policy guidelines amendment to existing law. Created new-look Communications Commission of Kenya -a converged Regulator for the entire ICT sector, including broadcasting under a new framework regulation framework in the converging and competitive environment, and also to manage a universal service fund established to finance ICTs in rural areas and under-served segments..... <snip> http://ictconsumer.blogspot.com/ --------------------------------- Looking for earth-friendly autos? Interesting development. I would wish to get a copy of this suplimentary law/regulation/Gazettement. However, I doubt if it would be sufficient to comprehensively address the other parts of eLegislation that are pending such as: i) Cybercrime law ii) eTransaction law iii) Data Protection/Privacy law amongst others The absence of substantive laws addressing the above areas will continue to dilute our country's e-Readiness status. Prospective (e)-nvestors consider this a majore factor when deciding where to place their digital investments. walu. --- Alex Gakuru <alex.gakuru@yahoo.com> wrote:

Walu/Alex, Is this not an April fools "post"? Why would a Ministry take time to discuss amendments to an Act of Parliament if the Minister had powers under the CA1998 all along? A "supplement" on 31st March 2006? Saturday?"the word "Bill" in "regulations"!! Kihanya --- John Walubengo <jwalu@yahoo.com> wrote:

I am informed, the Gazette Notice refers to ICT policy, KCA 1998 is still in force, perhaps "Do NOT Forget" should change to "MUST GET!" ICT Bill across? You can get a copy from Government Printers at Kshs 50/= a piece. Alex John Walubengo <jwalu@yahoo.com> wrote: Interesting development.
