Siganga Thanks for sharing. Interesting articles and there are definitely positives in the consolidation of the Agencies under one umbrella. My only concern would be to guide against it being another Government rambling bureaucracy. I would suggest retaining the corporate governance structures of the ICT Board, mixed with the deep experience of some of the performing mandarins in the other two agencies and infuse some private sector smarts to come up with a body that is ready to tackle its huge mandate. True Ali, at the end of the day, its all about vested interests, that said we have seen good progress in the Kibaki era despite the challenges and the competition among the agencies was good because it spurred growth and developement of the industry, i think we need to study this issue carefully beyond the opinions given in the article, i am concerned about having a monolith considering the lack of value system that might support such an institution. I have always been a supporter of centralised information infrastructure for government services. Given our historical nature where ICT Board, GITS, eGovernment and each ministry and agency with its own mini-ICT budget, it has always been impossible to achieve a unified ICT objective within govt. Imagine being the CIO of Safaricom but having Marketing, Engineering, |HR and other departments buying and running their own ICT systems that have no relation to each other = disaster. Think Lands, Immigration, AG, Police with their own un-connected ICT budgets then you will begin to see the need to harmonize at some level - as long as you dont kill the speed at which some ministries/ depts may wish to move. walu. ________________________________ From: S.M. One ICT Agency to formulate policy and promote (open) standards is in order. However, every major government function/domain (e.g. lands.go.ke, transport.go.ke, water.go.ke, energy.go.ke, judciary.go.ke, nairobi.go.ke) must have its own CIO. Today, who is accountable for the lack of electronic updates/communications from these domains? Within these domains, generic e-mail addresses such as "help@police.go.ke" would not be too bad if we could get responses from them. Even better is if we could have specific individual names associated with domains, even though this may be viewed as costly from a licensing point of view. @Ali, I used to work for KGB in my earlier life :-) But on serious note, we need a unifying framework for government while simultaneously allowing depts and agencies to work independently. Think "Internet" with TCP-IP as unifying framework/standard while different agencies (e.g. IETF, W3C, ICANN, Regional Internet Registry do there thing independently but within this unifying framework/ecosystem) Yes, government has to be careful NOT to adopt the traditional "communist" type of centralization.
