Re: [kictanet] ATU discussions
I was in Accra and quite concerned to see the Kenya delegation quite vocal in its support for the ETNO proposals notwithstanding the potentially negative repercussions of implementing them in a region that can least afford to be cut off of from content or to pay for content. I would expect given how much our government touts Kenya as a "tech hub" they would take a leadership role in ensuring that we support proposals that are not harmful to our countries / regions. Perhaps the CCK / PS Ndemo reps on the list can articulate more the basis for our positions in Accra. It was interesting to see countries like Uganda, Botswana and Zimbabwe argue in support of more progressive positions, while we tended to be on the side of governments with a clear interest in regulating / controlling the Internet. By the way, post-Accra, Africa is the only region to have fully endorsed the ETNO proposals - another issue of concern...do our governments understand what they are endorsing? Quite surprising considering that there was a stakeholders meeting during the kenya IGF and later the EAIGF and I don't recall any stakeholder supporting nor endorsing ETNO proposals. In addition, I assume our national position is still under development wuth the CCK having invited stakeholders to submit comments. Ory et al It seems that the Kenyan team presented their own position. Could we be told by the team (I believe led by CCK) how they developed the position? Who gave them the brief to represent Kenya's issues and where did they get the brief? The new constitution gives us a right to know what is presented on our behalf and like others have said here, there was no time that there was support of ETNO proposals. We will be asking too much to ask Omo to share what has been prepared as a national position? RgdsGG

Thank you for responding Daktari. More comments later but for starters can we know what the Kenya position that "we have agreed to" is? The Kenya delegation in Accra expressed confidence that their position was aligned with both the Ministry and the CCK. In addition, many other countries in Africa have published and circulated their national positions for comment and in the interests of transparency including Uganda, Senegal, Egypt, Cote D'Ivoire. I know there is a process underway where the CCK is collecting opinions, but it would be helpful for stakeholders / interested parties to know what it is they are to submit opinions on.
