Draft National ICT Policy Discussions Day 9 of 10: Institutional, Legal & Regulatory Framework
Dear Listers, Before we get into weekend mode, i would like to share tomorrows topic. Many thanks to everyone who has contributed to today's topic. Feel free to continue contributing to previous discussions. The Background: Now that we have discussed most of the issues, it is time to look at the governance framework for the same. Traditionally, the key governance actors have been the ICT Parliamentary Committees, the ICT Ministry, the National Communication Secretariat (NCS), the ICT regulator, the ICT Authority, the ICT (Multimedia) Appeals Tribunal. The market players have been the Operators, Postal Agency, Courier Services, Application Service Providers. Have these entities worked for use or do we want to delete, add or restructures some of them? Is there a ned to define specific roles for Professional bodies, Civil Society and others in the ICT space? What are the legal & regulatory gaps we find moving forward? -- Barrack O. We need to address the cost charged by Kenya Film and Classification Board for content aired in Kenya. As it stands we are supposed to pay KSH.100 per minute to classify all the content. This cost is not realistic and there is no TV channel that can afford it.Lets have an annual fee paid by content developers to KFCB Jane On Friday, July 1, 2016 8:44 PM, Barrack Otieno via kictanet <kictanet@lists.kictanet.or.ke> wrote: Dear Listers, Before we get into weekend mode, i would like to share tomorrows topic. Interesting Jane, has this been the case all along? Regards On 7/4/16, Network of non- formal Educational institutions <nnfeischools@yahoo.com> wrote:

Good morning, Further to Jane's proposal there is also a need to redefine the role of the Kenya Film Commission with regards to local content. KFC ought to be tasked with promotion and facilitation of development of local content. A fund administered by KFC ought to be created to fund the creation of local content. Levies for filming activities charged by KFCB ought to be waived for local producers to incentivize local producers. The Government should consider giving tax holidays to investors willing to fund local film productions and maybe waving duty taxed on filming equipment to support the industry. As it stands right now the responsibility of local content promotion has been left to the broadcasters through the local content quotas. KFC's only support has apparently been the purchase of 10 cameras. Kind Regards, Lynette On Mon, Jul 4, 2016 at 7:24 PM, Barrack Otieno via kictanet < kictanet@lists.kictanet.or.ke> wrote:
