2015 AFRINIC Board member elections

In the AFRINIC22 meeting that was held in Tunis, Tunisia, two Boards seats for Eastern and Southern Africa were up for elections. Abibu Rashid Ntaghigiye of Tanzania was elected to the AFRINIC Board representing the Eastern African region defeating the only other candidate Badru Ntege of Uganda who had sensationally resigned from the Board minutes earlier before the elections after falling out with other Board members. Lucky Masilela was elected to the AFRINIC Board representing the Southern African region defeated a crowded field of 6 candidates replacing Mark Elkins and Dr. Paulos Nyirenda. NomCom was at pains to explain to the community how it reduced the East African candidates from 8 to 2 instead of letting the community choose its own representatives through the ballot. It should be noted several Kenyan candidates were disqualified by nomcom. The community expressed it's displeasure on this. All alternate board members whose terms were due for renewal left the board after it was resolved that the size of the board should be reduced. Thanks for the report Kivuva. The impression is that the election for E.A. rep was as a result of Ntege's "sensational resignation"; was not the position already open? Kind Regards, Waudo On Fri, Jun 5, 2015, at 04:15 PM, Mwendwa Kivuva via kictanet wrote:

Dr. Waudi, Mr. Badru was a candidate too despite resigning, and anyway the Eastern African seat was due for renewal. I hope other members who were present can shed more light on the happenings of the public Board meeting. Of interest were the accountability and transparency issues raised by members and the community in this critical times where Transparency and Accountability are one of the tracks necessary for the IANA functions Stewardship from the National Telecommunications and Information Administration (NTIA) to the global Multistakeholder community Regards On Jun 5, 2015 2:37 PM, "waudo siganga" <emailsignet@mailcan.com> wrote:

Perhaps I can clarify a bit? Paulos stepped down because he violated the Boards NDA - rather, he was encouraged by the Board Chair - with pressure from the floor. Same thing for Badru... who purposely violated the NDA (words from his mouth). Both, of course - were re-standing.... :-) Neither made it back. During this week, the NomCom Mailing list was discovered to be unprotected. It was marked "Public" and anyone could subscribe and download the archive. There are complete copies of the archive in the wild. Getting access to this may explain what went on within NomCom as to why folk like John Walu were excluded by NomCom. Maybe John has a copy? @Mark, @Mwendwa I would rather we do not focus too much on what the Nomination Committee did or did not do. However, I would say that whatever they did, it eventually gave us, and for the first time an AfriNIC, East African representative from Tanzania. I think we can only join hands and congratulate Eng. Abibu Rashid Ntaghigiye for his resounding victory and as a an outgoing regional AfriNIC representative, I know the region has made the best decision and we shall are ably represented. Hongera! Eng. @Waudo, Its a transition thing. Normally, previous board members do not resign but stay in office till the new ones assume the position on 1st week of June - 3-4weeks later. Just for the avoidance of doubt and clarity, I remain in office to usher in the new director even though my counterpart opted to resign. I now Mark has tried to allude to the issues, but they are complicated and perhaps unfair to actually attempt contextualize and recap six months of events leading to the unprecedented resignations in just two sentences. Furthermore, it may not be necessary and that's why I urged members not to focus on the past but celebrate the future ( I believe its bright) - following the election of the new director Eng. Walu Many a time we blame government for lack of transparency but we in the private sector are sometimes worse. What is so top secret that the board can't share with the community they are supposed to serve? This is an open request to them to lead by example and pry open 'top secret' documents in the interest of the community. Furthermore, it may not be necessary and that's why I urged members not to focus on the past but celebrate the future ( I believe its bright) - following the election of the new director Eng. Abibu.

Hey McTim I fully understand on the confidentiality and privacy issues on individual candidates and I respect that. What I am struggling with is lack of transparency, as it appears to me. What you say above is the my biggest problem that members easily and quickly talk about transparency but the same people will seat in a board meeting supposedly representing a community and be prepared to manipulate minutes and actual facts said by individuals. My Problem with the board was exactly that. As Walu mentioned there’s allot more and unfortunately for me at that particular moment in time I was not prepared to stand in front of the community and blatantly lie. Unfortunately other members were and are still comfortable with that. SO the question will then be asked what makes us any different from the governments we so vocally detest for lying to us. Or the ITU prefers to make policy behind closed doors and then force implementation. We are a bottom up system where the board is elected by the community to serve the community. Unfortunately in the last few years some members have assumed the role of corporate board members where we the board became the overall rule. This culminated to an incident in the AGMM where the chair in response to a community member who dared to mention that they might be something wrong with the board. In response the chair stands up and says the "Board thinks there is something wrong with the community”. Might be an on the spur response but says allot about the prevailing mindset. So yes there are serious potential problems that need to be solved. And I would ask those who have been on that board for 6 years if this is the legacy they wanted to leave on the board. Is that the contribution East Africa wants to bring to the table. I honestly think not. I know Abibu well and he has my full support. And I’m sure he will continue the fight for integrity and transparency. Afrinic is a key organization for the continent and many of us have been working tirelessly for over ten years in one way or another to contribute to its sustainability. And it is not just at the board that one contributes. They are many trying to divide, for unknown reasons. I have confidence that the organization and the community will prevail. Badru Thanks for your response. I’m sure that the Afrinic Board and the community at large will take these issues seriously and move forward for the betterment of the continent at large. A clarification though on Boards. They usually serve at the pleasure of shareholders/stakeholders. Where there is a disconnect with the latter then usually the Board leaves..And Corporate Boards more so than Not- for-Profit ones or public ones. Many a time we blame government for lack of transparency but we in the private sector are sometimes worse. What is so top secret that the board can't share with the community they are supposed to serve?
This is an open request to them to lead by example and pry open 'top secret' documents in the interest of the community.
Regards
Badru

I am sure you know that I am bound by the Board NDA not to divulge anything regarding the fewer number of East African candidates during the elections. However, with the recent and relentless push by the community for increased transparency and openness, the board may, at a later stage agree to publish a report on what transpired in the working group of Nomination Committee 2015.
walu. nb: meanwhile those with the leaked emails may enjoy a good read and join the dots - but it will NOT be the official board position :-)

Mwendwa
That's a great point.
Walu as an insider may be you can shed light on this? Usiogope. :)
Transparency is one of the cornerstones of Corporate Governance and the Board is ultimately answerable to the people that elected it..

Its a transition thing.
Abibu.

Thanks for the report Kivuva. The impression is that the election for E.A. rep was as a result of Ntege's "sensational resignation"; was not the position already open?
