Techie Rose Njeri's persecution by government

For sure, the silence is too loud. Rose Njeri was arrested because she developed a website that eases public participation for Kenyans who want to submit their proposals on the 2025 budget. If the government and the "DCI" were as intelligent as they claim to be, they would use a similar technology to ease the burden of the voting process during public participation stages, as stipulated in the law. The government should talk to Njeri and acquire the system, or outsource the task of collating ideas from Kenyans to her, instead of harassing her with an illegal arrest. I wonder what the legal minds here think about the issue. Did she commit an offence according to any of the Acts we know of? If I shared the link to the app she made to help mobilize Kenyans, would KICTANet be accused of aiding in the commission/furtherance of an offence?
