electronic results Referendum system..
folks, i dont know about you but am totally blown away by the affordability and simplicity of the electronic results system currently in use at Bomas. I mean, think about it, a mobile phone of less than 30USD and an SMS message of less than 1USD and some piece software and you get results securely checked into a central server, tallied and and instantly relayed to the public. This to me is eGovernance without the usual big budgets and subsequent failure that often accompanies ICT projects...more importantly I want to believe, this is the beginning of how elections will be conducted in future. walu.
Indeed, the government shared services project(s) should learn from this! I am joining in to say kudos too; I am totally amazed that all I needed to do (from Cape Town) was to access the Nation Media and website and view live results being relayed from the polling stations. Congratulations to all those that made this 'miracle' possible. One more reason that makes me very proud of Kenya and ICT. Muthoni

Listers, I hope the success is 'Institutionalised' and is not a sporadic wave as has been the case before :-), this is the only way it can be replicated, otherwise thumbs up to the IIEC and all who made it possible for the referendum to succeed. Am not so sure that the system was a success. Over one third of polling stations failed to transmit electronically for various reasons including poor network (5,964 failed of a total of 20,750 polling stations). This would be chaos for a general election. regards, Wamuyu Listers, I hope the success is 'Institutionalised' and is not a sporadic wave as has been the case before :-), this is the only way it can be replicated, otherwise thumbs up to the IIEC and all who made it possible for the referendum to succeed. Being the first time it was used on a very large scale, almost a replica of a general election, I think they have done very well. They now have the information required to fine tune the system for the GE. I had expected to vote electronically, but it appears that only the registration was electronic, where I registered, but I am not complaining. -- Best regards, Odhiambo WASHINGTON, Nairobi,KE +254733744121/+254722743223 _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ _ "If you have nothing good to say about someone, just shut up!." -- Lucky Dube
Clarification Washington. The electronic voter register was fine - people were successfully identified through it (please note that all voting was manual - on a piece of paper that was manually counted). Its the tallying system that I was referring to. regards, Wamuyu ________________________________ From: Odhiambo Washington <odhiambo@gmail.com> To: Wamuyu Gatheru <wamuyulearn@yahoo.co.uk> Cc: KICTAnet ICT Policy Discussions <kictanet@lists.kictanet.or.ke> Sent: Thu, 5 August, 2010 13:21:29 Subject: Re: [kictanet] electronic results Referendum system.. Wash, the law has to be amended to remove legal exposures to e-Voting. Especially the confirmation of the result which has to be done on a ³signed² Form 16A assuming physical nature of the form. I am not sure how this is affected by the new constitution. Having said that the IIEC has this on top of their agenda, so I suspect come 2012, e-Voting will be in place. I think its in order to congratulate the IIEC and especially their Tech team. Harry On 8/5/10 1:21 PM, "Washington Odhiambo" <odhiambo@gmail.com> wrote:

Wanakenya I am very impressed by the IIEC and the handling of the referendum. Here is a good article on best practices for electronic voting. It builds from the american and australian experience. http://www.softimp.com.au/Common%20content/White%20Papers/ETHICOMP_2005_Pape...
