Ladies and Gents, I have been thinking about this a great deal over the last few days. My position remains the same, the IGF (global one) is not a negotiating, output focused body. HOWEVER, there is no reason the National or Regional IGFs cannot produce outputs to help local and regional policy makers. As much as I applaud the fantastic organisational job done to bring this EAIGF about, I think that IF this body wants to actually produce a useful output for policy makers, it needs to shift format a bit. Instead of being a "presentations with a few questions at the end" kind of thing, I think that breaking up into subject matter working groups (with associated mailing lists per subject) over the course of the year will be more likely to produce useful frameworks for policy makers. thanx for your observations. i think what Vincent meant was the bigger picture which is that for our issues to be 'felt' or 'heard' at a global level, it counts to speak as a Region.
And so according to me one major outcome from the ongoing meeting is to learn from each other and arrive at what you might call an E.African view/position on the various burning issues under CyberSecurity, Domain mngt, Infrastrucutre (e.g. undersea cable), Local Content, etc.

Can you clarify this please? AFAIK, the IGF is NOT a negotiating body.
Our output could be an "input" for discussion, but there is no process or way to negotiate anything at the IGF (which has, after all, no "authority" to compel anyone to behave in a certain way).

McTim, I totally concur with your ideas. indeed Tanzania delagates did want an ACTION PLAN with timeframes on workable ideas produced. Infact at the global IGF level, these often translates into what they call Dynamic Coalitions that commit to working on concrete deliverables that are then shared in subsequent meetings. Finally, as mentioned by Hon Eng Rege during last evenings dinner, I also see this forum growing in importance in future. We just need to see how to identifying and address the missing gaps as you are doing below.
