From the work done by the CIO and CDO in a State Corporation or County, communication officers can publish more accurate and detailed information (including visualizations) of expenditure, work flows, service delivery,
Good work *BUT* if it is the actual report to the Senate, the recommendations to create CIO and CDO offices are not emphasized enough. These officers will be PRIMARILY responsible to procure, create and support (secure) data infrastructure and processing. By legislation, CIO approval must be required in the procurement of the same. CIO budgets must be considered (and never totally rejected) by County Assemblies. Just to confirm that I have reviewed the report and express gratitude for the very good recommendations. We could also develop an accountability framework where Parliamemt and industry regularly brief each other on requirements and achievements. Senator, I think that would be a great step towards a more fruitful partnership between Parliament and the industry. The current document could be our first baseline. Kind regards. On Sun, 29 Apr 2018 at 23:11, Moses Kajwang via kictanet < kictanet@lists.kictanet.or.ke> wrote:

Senator, Well noted. As you aware intelligent communities and nations favor/develop their own firms to manage their key (data) assets. http://www.businessinsider.com/the-cia-made-larry-ellison-a-billionaire-2014... Procurement laws and regulations must ensure local firms (primarily owned by Kenyan citizens) are *prominently* included in each and every national and county data management project. http://www.nextgov.com/nextgov-sponsored/fed-tech/2018/04/cia-turns-fast-foo...
