KICTANet's Input on Kenya's Draft Cybersecurity Strategy 2025

Dear listers. KICTANet has submitted a memorandum <https://www.kictanet.or.ke/?mdocs-file=51569> to The National Computer and Cybercrime Coordination Committee with detailed feedback on the Draft Kenya Cybersecurity Strategy 2025-2029. Our analysis highlights key issues and offers proposals for improvement. Key concerns include: - Over-reliance on criminalization instead of balanced prevention and resilience. - Fragmented cybersecurity governance. - Need for stronger critical infrastructure protection. - Gaps in cyber incident response and management. - Cybersecurity skills shortage. - Lack of policies for emerging technologies. - Inefficient cybercrime reporting. - Need for stronger international collaboration. We recommend: - Harmonizing laws with international standards. - Improving inter-agency coordination. - Investing in capacity building and public awareness. - Establishing accessible reporting channels. - Leveraging existing expertise. KICTANet advocates for a balanced, inclusive, and coordinated approach to cybersecurity, ensuring the strategy is practical for all stakeholders. This is very nice, hopefully attention will be paid to sections 3.5 and 3.7 on communication channels. USSD is mentioned as an important channel,it would be helpful for audits to be conducted and public reports made available as secure use requires end-to-end encryption, which may not always be deployed. The draft seems to have disappeared from their website, can only find the old version at: https://nc4.go.ke/national-cybersecurity-strategy-2022-2027/ Public participation does not have it: https://nc4.go.ke/public-participation/

I had the page open to submit my views because someone had shared the link here for us to submit our input. Just remembered yesterday, a day late. Now all I see is 404 sigh!! On Sat, 26 Apr 2025 at 10:28, David Indeje via KICTANet < [email protected]> wrote:
