It seems that aliens can not register on TIMS because the data base has no information about alien card serial numbers nor id-numbers? If you try to access NTSA services thru ecitizen then there is no option to apply for the new biometric drivers license. -- Gerhard May

ecitizen and NTSA are not related, and they are run by different Ministries. At least this is what I was told when I had a similar challenge.
