Now, there is loads of information that is becoming available about the system. I am sharing more that has come my way: 1. The RFP used to source a vendor: http://buyersguide.ifes.org/procurement_pdf/1356124968.pdf 2. RFP was closing only 4th January, 2013, yes..only this January 3. An external party (US based) that seems to have been fully involved in the entire procurement process and i would imagine implementation as well is http://www.ifes.org/. If the RFP went out on 21st December and closed on 3rd January 2013 when was it actually developed taking cognizance of the procurement process of evaluation and award? The original tender was won by Symphony group and after much politics tying the company to Wambui of Othaya fame and other machinations, it was cancelled. The budget then was 4 billion or something close to this. The other companies applying were all foreign israeli, indian etc. Then the journey to our 9 billion bob system started with the process being mothballed by parliament all the way. It was Hillary Clinton's closed door meeting s with the executive that landed us with a US procured but kenyan taxpayer funded electoral system. People are mixing up issues here. The Ksh. 4 and Ksh. 9 billion tenders were for the BVR kits, whose process went fine. The failure came from systems that did not make it to the headlines, whose tenders were seperate: - electronic Voter Identification Kits - Electronic vote result transmission.

People are mixing up issues here. The Ksh. 4 and Ksh. 9 billion tenders were for the BVR kits, whose process went fine.
The failure came from systems that did not make it to the headlines, whose tenders were seperate:
- electronic Voter Identification Kits - Electronic vote result transmission.

The PollBook (BVRs were used to create it) is different from the Results Transmission System (used to transmit results to National Tallying Centre). The IEBC chairman has since confirmed that the system in use was built in-house. I guess the procurement process was terminated.
