On that 'consumer awareness' and 'public participation' note. There's a Bill now before the Senate on Public Participation prescribing guidelines on how adequate public participation ought to be carried out. This being an election year it might not become law but could inform future legislative efforts on this area. Find attached. Thought I should share this perspective with the listers... Sent to me via FB inbox... And I quote... I thought it wise to share my views with you. Tapping and listening to phone calls and reading messages may not be the main reason why the government wants access... The question we should be asking is... why now? Why during an election year?... My take is that.. someone wants to access the mobile phones that will be sending tallied results from polling centres so that they can doctor them before they reach IEBC. Kenyans should be vigilant on anything that happens from now onwards... till election day...Be vigilant wherever you are!! Another look at the whole scenario, would be that the entire issue has been "politicised" by the telco's since they know the potential impact on their commercials. A lot of Kenyans use the chinese fakes, and as such a lot of the cariers traffic passes through these "fakes". Could it be that genuinely CA is looking at a purely device focussed and not user content? Consider that the "breaking news" was as a result of leaks by the telco's on the letter sent by the CA and it's requirement of them. I think this is also potentially a valid twist to the narrative. That being said, the onus is on the CA as a public body to show beyond doubt their intentions are not malicious. Thank you for your prompt response. However, other than take your word for it it would also be prudent for the Telcos (Safaricom, Orange, Airtel) to also let us know their thoughts on this without fear of being victimized.

Kentice I think we are beyond asking whether mobile phones can be hacked or tampered with... What we are simply asking for is for the CA to engage further with various stakeholders.. @Kentice, Mobile phones (with specialised encrypted software) is indeed what is used in the election Results Transmission Systems (RTS). So to that extent, Mutemi is not too far-fetched. HOWEVER, where @Mutemi begins to be far-fetched is when he imagines any political party worth its salt would hack and doctor the content what is being transmitted as election results. Doctoring that wont help since the results sms that is send is a reflection of what is on the hard-copy tally sheets (Form 35/36). Such a hack is not sustainable and therefore not worth investing in since the hard-copy figures will easily expose the hack. walu.NB: there are better, easier and fruitful hacks one can invest in, like ensuring the RTS does not work in the first place :-) From: Kentice Tikolo via kictanet <kictanet@lists.kictanet.or.ke> To: jwalu@yahoo.com Cc: Kentice Tikolo <ktikolo@gmail.com> Sent: Monday, February 20, 2017 10:08 AM Subject: Re: [kictanet] Govt to start phone tapping in war on counterfeit trade Which mobile phones are these that will be transmitting election results? Mobile phones (with specialised encrypted software) is indeed what is used in the election Results Transmission Systems (RTS).
Such a hack is not sustainable and therefore not worth investing in since the hard-copy figures will easily expose the hack.
walu. NB: there are better, easier and fruitful hacks one can invest in, like ensuring the RTS does not work in the first place :-)
