Kivuva, The review is expected to create a dis-incentive for broadcasters to have multiple frequencies in one spot. This will free spectrum for assignment to new entrants (for FM broadcasters). In addition, in the era of digital TV broadcasting, entrants into this market do not require frequencies any longer but space/channels on the digital platform. Once the cases before courts are adjudicated, CCK will provide clear direction on the licensing framework. I hope this sheds light on this matter. Wambua This is as it should be. I personally commend CCK for taking this step. It will go some way in reducing frequency and spectrum hoarding. On another note may I be allowed to make a constructive critique of the PR Practice at CCK. This is not addressed to you personally but to the C-Level executives at CCK and the ICT Ministry at large. There is a lot of discourse on this list on issues that touch on the mandate of CCK and the ministry. I have personally noticed that CCK desists from making any comments (at least the majority of times) on issues that touch on its mandate. There is usually a loud silence. This list as I believe is not to just criticize but to have a conversation so that we can improve this space. When you guys keep quite you make a nonsense of this. We want to engage with you and improve the lot of this country. Please consider re-evaluating this stance. Obviously this list is of use otherwise you wouldn't post press releases. Bw. Mutua - the objective appears noble but how do you deal with the apparent loophole of an individual making numerous frequency applications using "proxy" broadcasting companies (companies he sets up using his friends, etc)? The Commission today revised the broadcasting frequency fees in an attempt to address the existing disparities in the distribution and use of broadcasting spectrum in the country. The new charging methodology shall ensure fair distribution of broadcasting frequencies, and promote competition in the sub-sector.
