Thanks for posting Mwenda. I was just writing a similar post for this. I have also been experiencing something similar. This is extremely concerning. It shows that the government does have the capabilities to selectively target certain services without having to take down the whole internet. A few questions arise: - Under which law did they take these actions? - Were the courts involved or was the decision made unilaterally? - What makes the KSCE exams so important that this action was needed? - Was this done in conjunction with the ISPs and if it was why did they rollover so fast? Now that we know that the capability exists and can be used I'm now worried about when else it will be used. I feel like this is somehow a violation of our constitutional rights. Some people might say we're already living times of limited civil space and I will be damned if this government is the one that takes a free internet from us. I will of course be writing to the CA about this but I hope they'll put out a public statement. I'll also be writing to the Ministry of Education. Other than this I wonder what else we can do. Waa! I was a Telegram devotee, having ditched WhatsApp altogether until this week. But when I realized I couldn't make international calls to my family and friends, I uninstalled and reinstalled Telegram, to no avail. The app has been as sluggish as a sloth on NyQuil. I've grown accustomed to the constant barrage of pointless notifications about who's joined Telegram, but I still get irked by the useless 'Deleted Account' messages that hint at my conversations being exposed to who-knows-who. Perhaps it's time for a more user-friendly app, one that doesn't allow my overzealous pastor to drag me into 15 WhatsApp groups without my consent. After all, you can't exactly disobey the man of God, can you? Just goes to show, it's best to steer clear of WhatsApp! Waa! I was a Telegram devotee, having ditched WhatsApp altogether until this week. But when I realized I couldn't make international calls to my family and friends, I uninstalled and reinstalled Telegram, to no avail. The app has been as sluggish as a sloth on NyQuil. I've grown accustomed to the constant barrage of pointless notifications about who's joined Telegram, but I still get irked by the useless 'Deleted Account' messages that hint at my conversations being exposed to who-knows-who. Listers, I've been running tests for the last few days. Telegram was working fine on Safaricom mobile internet all weekend and it's been down again since this morning. This is extremely concerning. It shows that the government does have the capabilities to selectively target certain services without having to take down the whole internet.
A few questions arise:
- Under which law did they take these actions? - Were the courts involved or was the decision made unilaterally? - What makes the KSCE exams so important that this action was needed? - Was this done in conjunction with the ISPs and if it was why did they rollover so fast?
Now that we know that the capability exists and can be used I'm now worried about when else it will be used. I feel like this is somehow a violation of our constitutional rights. Some people might say we're already living times of limited civil space and I will be damned if this government is the one that takes a free internet from us.
I will of course be writing to the CA about this but I hope they'll put out a public statement. I'll also be writing to the Ministry of Education.
Other than this I wonder what else we can do. I'd like to hear ideas from everyone here.
The internet is one of the last free spaces we have in this country. I plan to fight for it.

I also got a similar response when I called Safaricom customer care; Telegram being down is Telegram issue and not a local issue. I was a Telegram devotee, having ditched WhatsApp altogether until this week. But when I realized I couldn't make international calls to my family and friends, I uninstalled and reinstalled Telegram, to no avail. The app has been as sluggish as a sloth on NyQuil. I've grown accustomed to the constant barrage of pointless notifications about who's joined Telegram, but I still get irked by the useless 'Deleted Account' messages that hint at my conversations being exposed to who-knows-who.

This is extremely concerning. It shows that the government does have the capabilities to selectively target certain services without having to take down the whole internet.
A few questions arise:
Under which law did they take these actions? Were the courts involved or was the decision made unilaterally? What makes the KSCE exams so important that this action was needed? Was this done in conjunction with the ISPs and if it was why did they rollover so fast? Now that we know that the capability exists and can be used I'm now worried about when else it will be used. I feel like this is somehow a violation of our constitutional rights. Some people might say we're already living times of limited civil space and I will be damned if this government is the one that takes a free internet from us.
I will of course be writing to the CA about this but I hope they'll put out a public statement. I'll also be writing to the Ministry of Education.
Other than this I wonder what else we can do. I'd like to hear ideas from everyone here.
The internet is one of the last free spaces we have in this country. I plan to fight for it.

Listers, An update: Telegram is back up on Safaricom’s network. This is not consistent with the pattern the last 2 weeks. Perhaps last evening’s statement is having an effect? Meanwhile I hope we can get concrete answers on what happened because so far the answers received, that this is telegrams fault, don’t pass muster. I hope we and the organisations that wrote that letter don’t leave it at this. This is extremely concerning. It shows that the government does have the capabilities to selectively target certain services without having to take down the whole internet.
A few questions arise:
- Under which law did they take these actions? - Were the courts involved or was the decision made unilaterally? - What makes the KSCE exams so important that this action was needed? - Was this done in conjunction with the ISPs and if it was why did they rollover so fast?
Now that we know that the capability exists and can be used I'm now worried about when else it will be used. I feel like this is somehow a violation of our constitutional rights. Some people might say we're already living times of limited civil space and I will be damned if this government is the one that takes a free internet from us.
I will of course be writing to the CA about this but I hope they'll put out a public statement. I'll also be writing to the Ministry of Education.
Other than this I wonder what else we can do. I'd like to hear ideas from everyone here.
The internet is one of the last free spaces we have in this country. I plan to fight for it.

Listers, This is a classic case of Telegram being censored to curb exam malpractice. I get the need for it, I just do not agree with it. I don't expect any formal communication on the same from the regulator admitting to this. What should worry us the most is the precedence this sets from a government perspective and Telco's POV. Are we heading to situations where Telcos (our champions) will play along to such? It will be insightful to know the process behind censoring the internet. Do you get a call from someone with an office at XYZ House, "Yes Sir" it or do we have a robust process that this has to go through to minimize abuse? I was a Telegram devotee, having ditched WhatsApp altogether until this week. But when I realized I couldn't make international calls to my family and friends, I uninstalled and reinstalled Telegram, to no avail. The app has been as sluggish as a sloth on NyQuil. I've grown accustomed to the constant barrage of pointless notifications about who's joined Telegram, but I still get irked by the useless 'Deleted Account' messages that hint at my conversations being exposed to who-knows-who.

This is extremely concerning. It shows that the government does have the capabilities to selectively target certain services without having to take down the whole internet.
A few questions arise:
- Under which law did they take these actions? - Were the courts involved or was the decision made unilaterally? - What makes the KSCE exams so important that this action was needed? - Was this done in conjunction with the ISPs and if it was why did they rollover so fast?
Now that we know that the capability exists and can be used I'm now worried about when else it will be used. I feel like this is somehow a violation of our constitutional rights. Some people might say we're already living times of limited civil space and I will be damned if this government is the one that takes a free internet from us.
I will of course be writing to the CA about this but I hope they'll put out a public statement. I'll also be writing to the Ministry of Education.
Other than this I wonder what else we can do. I'd like to hear ideas from everyone here.
The internet is one of the last free spaces we have in this country. I plan to fight for it.

Listers, I decided to install a VPN on my desktop computer and try connecting to Telegram. Apparently, it connected immediately like there was never a problem in the first place! As soon I disconnected the VPN, Telegram everted to its KCPE sluggish ways. I'm baffled, as my internet backbone, Safaricom Home fiber, boasts a respectable 20mb/s, more than enough to power a hundred Telegrams. The CAK, in their infinite wisdom, suggested escalating this matter to Telegram, but I'm not convinced. While I appreciate their guidance, I couldn't shake the feeling that we were dealing with a more elusive force. Why Telegram and not WhatsApp which is also end-to-end encrypted? Good evening, Unfortunately it’s a measure that does not deal with the root cause (exam cheating) and can be easily bypassed by use of VPN. Is it someone pretending to be working? I'm baffled, as my internet backbone, Safaricom Home fiber, boasts a respectable 20mb/s, more than enough to power a hundred Telegrams. The CAK, in their infinite wisdom, suggested escalating this matter to Telegram, but I'm not convinced. While I appreciate their guidance, I couldn't shake the feeling that we were dealing with a more elusive force. Why Telegram and not WhatsApp which is also end-to-end encrypted? I tested the following within the space of 10 minutes on Monday: Telegram: - Telegram on Safaricom (4G, 5G) - didn't work - Telegram via the office corporate internet - worked as usual [Was sure to check that traffic wasn't routing via VPN, etc) Can't recall but Telegram seemed fine on Zuku at home later that day. What should worry us the most is the precedence this sets from a government perspective and Telco's POV. Are we heading to situations where Telcos (our champions) will play along to such?
It will be insightful to know the process behind censoring the internet. Do you get a call from someone with an office at XYZ House, "Yes Sir" it or do we have a robust process that this has to go through to minimize abuse?

Meanwhile this is the response I got from the CA. I also got a similar response when I called Safaricom customer care; Telegram being down is Telegram issue and not a local issue. Once again Telegram went down again on Safaricom’s networks this morning. I can access it fine over Faiba.

This is extremely concerning. It shows that the government does have the capabilities to selectively target certain services without having to take down the whole internet.
A few questions arise:
- Under which law did they take these actions? - Were the courts involved or was the decision made unilaterally? - What makes the KSCE exams so important that this action was needed? - Was this done in conjunction with the ISPs and if it was why did they rollover so fast?
Now that we know that the capability exists and can be used I'm now worried about when else it will be used. I feel like this is somehow a violation of our constitutional rights. Some people might say we're already living times of limited civil space and I will be damned if this government is the one that takes a free internet from us.
I will of course be writing to the CA about this but I hope they'll put out a public statement. I'll also be writing to the Ministry of Education.
Other than this I wonder what else we can do. I'd like to hear ideas from everyone here.
The internet is one of the last free spaces we have in this country. I plan to fight for it.

According to reports, users across the major ISPs in Kenya, including Safaricom, Airtel, and JamboNet, were unable to connect to Telegram on November 8, 2023. The outage lasted for approximately 24 hours, with users experiencing delays in loading messages, sending messages, and updating channels. Some users were even logged out of their accounts unexpectedly. The cause of the outage is still under investigation, but it is speculated that it may have been due to a routing issue or a problem with the DNS servers used by the ISPs.
