While the intent of the (two) bill(s) is laudable, there are too many vague areas open to interpretation. It is a sad fact that this is often the case, with the legislators leaving it up to the courts to make rulings on the interpretation, and the 'early offenders' being victimised until such rulings clarify the act(s).
