+ Aly, Walu, Dorcas for these observations, First off i appreciate that we are having such an encouraging conversation about the eCitizen government portal, for those who have had first hand experience on it. I think it is important to see that these comments will help improve the services and also express the fact that it is functional. I encourage that we continue to give our comments so that we can see the improved use of ICT's in government. Regards Gideon Rop DCA
Hi All,
Wanted to pass a thumbs up to the ICT Authority Team, i used the eCitizen portal to apply for a duplicate DL recently.
All worked out very well.
Thumbs up to the Pesapal team, that payment went very well!
NTSA customer service was great.
Times tower 3rd Floor team was bit slow, i forgive them as i got our old paper booklet DL version for the replacement.
I did not leave my desk to have these going which was even greater! My messenger collected the DL painlessly too.
Kudos to all behind the work. I guess Dr. Matiang'i, Victor, Dr. Getao, Harry, Mugambi and entire team.

It looks great and well designed. Two comments: 1. This site should really be https everywhere. I see that the form submits to an https site but how does one validate that ahead of time without looking at the source? 2. I know it's 'eCitizen' but it would be nice if this worked for legal residents as well. Most legal residents don't have an ID that works in that system unfortunately. Otherwise, great stuff! Adam Great points. I think if the designers were looking at (in my humble opinion) emulating the Estonia and Singapore case studies then they are on to a great start. I'm thinking also (not sure though as it might just be serendipity) that they are using an iterative process to develop this. :-) There's always room for improvement. It sounds like the open issues right now are: 1. Use https everywhere 2. Consider the location of the data for regulatory and performance reasons. 3. Open this up to non-citizen residents (although we're about 1% of the population, we probably generate a disproportionate amount of paperwork for the government). -- Kili - Cloud for Africa: kili.io Musings: twitter.com/varud <https://twitter.com/varud> More Musings: varud.com About Adam: www.linkedin.com/in/adamcnelson On Mon, Nov 10, 2014 at 1:16 PM, Walubengo J via kictanet < kictanet@lists.kictanet.or.ke> wrote:

Hi All,
Wanted to pass a thumbs up to the ICT Authority Team, i used the eCitizen
portal to apply for a duplicate DL recently.
All worked out very well.
Thumbs up to the Pesapal team, that payment went very well!
NTSA customer service was great.
Times tower 3rd Floor team was bit slow, i forgive them as i got our old
paper booklet DL version for the replacement.
I did not leave my desk to have these going which was even greater! My
messenger collected the DL painlessly too.
Kudos to all behind the work. I guess Dr. Matiang'i, Victor, Dr. Getao,

Victor, More often than not, openly reporting fraud is not (commercially or professionally) practical. You will make enemies in the organization (meaning no more business or promotions from those who remain). Recently, a public official told me how his colleagues penalized a firm which exposed fraud in their department. Using a loophole in procurement law/regulations, the IT firm was just locked out of the re-tendering process. The public officer concurred, the penalized IT firm was correct about the fraud (scheme) it exposed. Employees who openly expose their colleagues involved in fraud are also likely to be penalized. As such, the CID should not wait for incidents to be openly reported before initiating investigations. Anonymous tips can be very valuable :) Regards Murigi / Stanley Muraya *"Better a patient person than a warrior, one with self-control than one who takes a city." I encourage that we continue to give our comments so that we can see the improved use of ICT's in government.

Hi All,
Wanted to pass a thumbs up to the ICT Authority Team, i used the eCitizen
portal to apply for a duplicate DL recently.
Getao,
Harry, Mugambi and entire team.

Murigi, South Africa used to have a crack multidisciplinary unit called the Directorate for Special Operations but more commonly known as the Scorpions which consisted of the country's best prosecutors, police, financial, forensic and intelligence experts These guys were very effective in investigating and prosecuting organised crime and corruption (including cyber crime) and actually handled (succesfully) very many cases with an average conviction rate of 93.1% Unfortunately the unit was disbanded by the President in 2009 due to a conflict with the then head of police(!!) We need something similar in Kenya which can organise sting operations that would weed out these "kickback taking" culprits... Best regards, Mblayo On Mon, Nov 10, 2014 at 3:00 PM, S.M. We need legal support (law enforcement) for industrial reform so local IT firms are no longer mistrusted.
Just heard from someone in an IT firm struggling with a 20% kickback (Bank IT insiders are demanding).
The less we get paid, the less we can pay for skill/talent. The CID should help us clean up our industry.

@Dorcas, There are very few local websites that would need scalability past Duo CPU / Multi-core setups with good memory so i guess scalability is easily sorted or is a non-issue. In terms of redundancy, two local sites would pull the trick very well IMO. Say KDN Data Center with Sfaricom Data Center as a hot backup. Great points. I think if the designers were looking at (in my humble opinion) emulating the Estonia and Singapore case studies then they are on to a great start. I'm thinking also (not sure though as it might just be serendipity) that they are using an iterative process to develop this.
One thing that definitely is a major UP is the use of local IP to develop the payment gateway!
Great start Team Kenya Government!

First off i appreciate that we are having such an encouraging conversation about the eCitizen government portal, for those who have had first hand experience on it. I think it is important to see that these comments will help improve the services and also express the fact that it is functional.
I encourage that we continue to give our comments so that we can see the improved use of ICT's in government.

Hi All,
Wanted to pass a thumbs up to the ICT Authority Team, i used the eCitizen portal to apply for a duplicate DL recently.

In terms of redundancy, two local sites would pull the trick very well IMO. Say KDN Data Center with Sfaricom Data Center as a hot backup.

@ali About service delivery... (i) We have the automation skills in Kenya. We are just too focused on ERP (financials/collections for our own needs). Less focused on customer/CRM infrastructure service automation. (ii) We need a working judiciary and law enforcement. To deal with fraud and other anti competitive practices. After 5+ years in Kenya why would any multinational building up local firms need to recommend foreign firms? What IP does Kenya gain when multinational firms (for decades) recommend foreign led firms for local projects? Great points. I think if the designers were looking at (in my humble opinion) emulating the Estonia and Singapore case studies then they are on to a great start. I'm thinking also (not sure though as it might just be serendipity) that they are using an iterative process to develop this.
One thing that definitely is a major UP is the use of local IP to develop the payment gateway!

Muraya You are preaching to the converted. What we need however is to continuously look at improving ourselves and benchmark at a global level NOT compare ourselves to our neighbours. Having said that I know for certain that great strides have been made. We just need to keep,up the momentum.

1. Angani 2. kili.io
Work in progress but I applaud them for taking the leap.

Muthoni, We can arrange a visit for Tuesday to the EADC (KDN Datacenter). It's quite something, and you will see. Ngigi - karibu also - Tuesday morning ? If more members are interested, we can arrange a second visit with Dan Kwach - the GM there. I'm happy to help facilitate. Angani, like any other Cloud provider, has to build in enough redundancy - we now have nodes running in 2 separate datacenters, along with using at least 2 ISPs etc. The next step is for whoever is building the applications - to take advantage & incorporate DB and application-level redundancy into the app. For us, and for businesses as well - high availability is very possible in Kenya - just comes with investing in redundant infrastructure e.g. get 2 ISP links to your office - both don't have to be expensive "corporate" links - add in a JTL or Zuku 10mbps link. Maybe use a BRCK to handle failover to 3G ;) Riyaz On Thu, Nov 13, 2014 at 3:35 PM, Dorcas Muthoni via kictanet < kictanet@lists.kictanet.or.ke> wrote:

Angani, like any other Cloud provider, has to build in enough redundancy - we now have nodes running in 2 separate datacenters, along with using at least 2 ISPs etc. The next step is for whoever is building the applications - to take advantage & incorporate DB and application-level redundancy into the app.
For us, and for businesses as well - high availability is very possible in Kenya - just comes with investing in redundant infrastructure e.g. get 2 ISP links to your office - both don't have to be expensive "corporate" links - add in a JTL or Zuku 10mbps link. Maybe use a BRCK to handle failover to 3G ;)

Tell me more about the KDN and Safaricom data centre high availability. Real stuff i mean. I am happy to do a site visit.

There are very few local websites that would need scalability past Duo CPU / Multi-core setups with good memory so i guess scalability is easily sorted or is a non-issue.
In terms of redundancy, two local sites would pull the trick very well IMO. Say KDN Data Center with Sfaricom Data Center as a hot backup.
