The treaty doesn't seem to require countries or ISPs to respond to such requests. If that's the case, then nothing much has changed, as far as I can see. Countries are already quite free (and quite willing) to request such data, and such requests are sometimes denied and sometimes accepted. Am I misreading the (non)impacts here...?
